Job Summary

The Associate Director, Data Governance supports Planned Parenthood's mission by developing and maintaining policies, processes, and relationships for safe and compliant data handling. This role drives adoption of data quality and governance, establishes federation-wide standards, and fosters partnerships with affiliates and departments to maximize data value while ensuring consistent and compliant use. The role involves consulting with team members and end-users to develop targeted data solutions and providing ongoing technical support and education.

Must Have

  • Support the Vice President of Tech Strategy and Enterprise Architecture to develop and maintain data policies, processes, and relationships.
  • Drive adoption of data quality, data governance, and data handling processes.
  • Stand up a federation-wide effort to establish data governance standards, including an interdisciplinary data governance committee.
  • Foster and maintain relationships with key data stakeholders and partners.
  • Develop robust documentation around data handling, analysis, reporting, and data sharing.
  • Optimize the department’s ability to access and secure data by co-creating solutions.
  • Propose new data governance workflows and tools.
  • Help deploy dashboards or tracking mechanisms for continuous monitoring of data quality and security.
  • Develop a working charter with outlined goals and KPIs for the data governance program.
  • Create contract templates and workflows to support data sharing.
  • Facilitate interdisciplinary projects by managing meetings, agendas, notes, and action items.
  • Manage stakeholder and partner relationships with excellent customer service.
  • Promote a data governance culture through engaging trainings, presentations, and newsletters.
  • Track and process user requests for data management and reporting applications.

Good to Have

  • Experience with Data Catalog, metadata management software, or other data governance tools (e.g., Collibra, Informatica, Alation).
  • Experience with project management tools (e.g., Asana, Jira, Confluence).
  • Basic understanding of SQL.
  • Knowledge of healthcare data, including medical coding (e.g., ICD10, CPT, HCPCS).
  • Knowledge of HIPAA security and privacy regulations.
  • Familiarity with Tableau Desktop user management and Tableau Server.

Formed as the advocacy and political arm of Planned Parenthood Federation of America, Planned Parenthood Action Fund is a separate non-profit membership organization tax-exempt under section 501(c)(4). The Action Fund engages in educational, advocacy, and limited electoral activity, including grassroots organizing, legislative advocacy, and voter education in furtherance of the Planned Parenthood mission.

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund seek an Associate Director, Enterprise Data Governance. This job reports to the Vice President of Tech Strategy, Enterprise Architecture, and Governance. in the Technology Strategy & Services department. The TSS organization unit provides management and support of technology, systems, and data that enable a business to operate efficiently and securely.

Purpose:

  • The Associate Director, Data Governance contributes to Planned Parenthood’s mission by supporting the Vice President of Tech Strategy and Enterprise Architecture to develop and maintain the policies, processes, and relationships that enable the safe and compliant handling of data for Planned Parenthood. As the Associate Director, you’ll help drive adoption of data quality, data governance, and data handling processes that allow Planned Parenthood to get maximum value out of its data while maintaining the consistent, appropriate, and compliant use of this information.
  • As a core member of the data governance team, you’ll be responsible for standing up a federation-wide effort to establish data governance standards, including the establishment of an interdisciplinary data governance committee. You’ll be responsible for fostering and maintaining relationships with key data stakeholders and partners including with Planned Parenthood Affiliate organizations, Planned Parenthood National Office departments, and vendor organizations. These partnerships are crucial to the success of the organization’s data management efforts.

Engagement:

  • The Associate Director, Data Governance supports a broad portfolio of data-related programs/projects, and the role requires strong interpersonal skills and enthusiasm for helping others collect and manage data. The Associate Director will consult regularly with team-members and end-users at the PPFA National Office and Planned Parenthood affiliates to develop targeted data solutions that inform operational and strategic decision-making. This role will also provide ongoing technical support and education on data tools and best practices.
  • This role requires a keen ability and desire to communicate and work productively within a team. Due to the consultative nature of the role, the Associate Director must have exemplary customer service skills, a positive “can do” attitude, and a demonstrated track record directly helping people design and implement data solutions. The Associate Director will have familiarity and experience working with the population Planned Parenthood serves, including people of different racial, ethnic and socioeconomic backgrounds, people with different gender identities and individuals with disabilities.

Delivery:

  • The Associate Director, Data Governance works in close collaboration with the Vice President of Tech Strategy, Enterprise Architecture, and Tech Business Partnership to build and support a sustainable, nimble and reliable data governance program that allows for powerful, compliant and reliable data insights generation.
  • With supervision, work with enterprise architecture, legal, information security, and other teams to develop robust documentation around data handling, analysis, reporting, and data sharing, including internal policies documents and end-user documentation.
  • Support Vice President of Tech Strategy and Enterprise Architecture with optimizing the department’s ability to access and secure data by co-creating solutions that align technologies, processes and policies.
  • Propose new data governance workflows and tools to support collaboration, documentation, and the consistent use of data definitions and data handling processes across the organization.
  • Help deploy dashboards or other tracking mechanisms to enable continuous monitoring of data quality and security across various governance domains.
  • Help stand up the federation-wide data governance program by developing a working charter with outlined goals and identifying KPIs to measure the program’s success.
  • With direction, create contract templates and workflows to support the contracting process for data sharing across vendors, affiliate organizations, and other partners.
  • Help drive interdisciplinary projects by facilitating meetings, setting agendas, taking notes, reviewing follow-up notes and holding team members accountable for action items.
  • Manage stakeholder and partner relationships by exemplifying excellent customer service and by acting as the central touchpoint for project management and support.
  • Help promote a data governance culture across the organization by creating engaging trainings, presentations, and newsletters.
  • Track and process user requests for data management and reporting applications, such as Tableau Server.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities (KSAs):

  • Bachelor’s degree strongly preferred in computer science, data science or in a related field; combination of professional experience and skills may be considered in lieu of formal/traditional education.
  • 6+ years of experience in healthcare analysis/business intelligence, data governance, information management, data standards, data strategy or related area required.
  • Experience developing written technical process documentation required.
  • Experience establishing and guiding workgroups to establish standards and influencing stakeholders through change management process required.
  • Experience with building and defining metrics and key performance indicators required.
  • Proficiency with G-Suite and/or Microsoft Office suite required.
  • Conceptual and functional understanding of data processes and infrastructure required.
  • Understanding of basic security and permission principles for a data governance platform required.
  • Strong written, verbal, and interpersonal communications skills with keen attention to detail and grammar (English fluency) required; ability to flex communication style to multiple cultural environments and ability to present to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities required.
  • Knowledge of and sensitivity to different racial/ethnic and socioeconomic backgrounds, and people with different gender identities, cultural differences and disabilities required.
  • Ability to thrive in an ambiguous environment and respond quickly to changes or modifications in the project plans required.
  • Experience with Data Catalog, metadata management software, or other data governance tools, such as Collibra, Informatica, or Alation is strongly preferred.
  • Experience with project management tools like Asana, Jira, or Confluence.
  • Basic understanding of SQL preferred.
  • Knowledge of healthcare data, including work with medical coding (e.g., ICD10, CPT, HCPCS) preferred.
  • Knowledge of the security and privacy regulations as outlined in the Health Insurance Portability and Accountability Act (HIPAA) preferred.
  • Familiarity with Tableau Desktop user management and Tableau Server (uploading and using data sources, establishing correct permissions/security) preferred.

Travel: 0-25%, NYC or DC Based - hybrid schedule of 2 days onsite
