Job Summary

Thales Canada is seeking an Intermediate Business Analyst for the Arctic and Offshore Patrol Ships and Joint Support Ships In-Service Support (AJISS) program. This hybrid role, based in Ottawa, involves documenting and maturing naval in-service support processes, applying LEAN methodologies like Value Stream Mapping, and identifying areas for improvement. The analyst will lead process definition, formulate value propositions, and develop engineering change proposals (ECPs) to support ongoing digitization efforts and enhance enterprise process maturity.

Must Have

  • Lead the definition and refinement of processes based on end-user interviews / workshops or pain points.
  • Apply LEAN techniques, including Value Stream Mapping, to access enterprise process maturity.
  • Formulate value propositions in prevision to engagements with sponsors / customers.
  • Deliver requirements, pain points and opportunities through analysis of existing tools, processes and data.
  • Liaise with the AJISS Team to ensure coherence in messaging to the AJISS Customer.
  • Lead the development of ECPs per the approved AJISS template.
  • Recommend how to promote a collaborative and innovation culture to DND/RCN and across the AJISS Enterprise.
  • 6+ years of experience documenting business processes and system requirements.
  • Minimum 3 years of demonstrated experience within the last 6 years leading Business Analysis activities or workshops in a large scale project.
  • Proven problem solving and analytic skills with a track record of successful outcomes.
  • Recognized for ability to engage stakeholders at all levels of the organization.
  • Must be flexible, adaptable, and willing to learn.
  • Capable of developing strong relationships across the business through excellent customer service.
  • Excellent communication skills in the English language, written and verbal.
  • University degree in Business Administration, Computer Science or a relevant discipline.

  • Practical experience in design thinking / design workshops.

This is a Hybrid role in Ottawa, ON. Note that role can be located at other work sites including Halifax NS or Victoria BC at local shipyards.

Position Summary

The Arctic and Offshore Patrol Ships and Joint Support Ships In-Service Support (AJISS) program provides life cycle support for six AOPS and up to two JSS vessels home ported in Halifax, Nova Scotia and Esquimalt, British Columbia over an estimated period of 35 years. Both classes of ships will be serviced by the In-Service Support (ISS) Contractor, Thales Canada Defence & Security. The contract includes start-up services for integrated logistics support activities to set up an initial support solution as the fleet enters service and covers the support of the ships and their related equipment including program management, life cycle materiel management, docking, maintenance, alterations, and disposal until the end of service life of these fleets.

When compared to other government-led naval sustainment programs, the AJISS model has a much higher level of Industry involvement - it is a highly integrated support program bringing together Government of Canada departments and industry-related engineering and maintenance support processes along with the supporting data systems, applications, and infrastructure necessary to meet the life cycle requirements of the AOPS and JSS vessels.

Thales Canada is looking for Business Analysts who will aid Thales and Canada in documenting and maturing the processes for naval in-service support in the face of ongoing digitization efforts. The Business Analyst will contribute to the development and renewal of Value Stream Maps (VSM) using LEAN methodologies and ensuring consistent level of detail and stakeholder involvement. The Business Analyst will also be responsible for identifying areas for improvement within the processes over and above the changes required to support updated information technology offerings. This may include the definition of engineering change proposals (ECPs), which include details about the benefits of the proposed change, the value proposition, and financial figures. The Business Analyst will additionally be responsible for formulating value propositions through requirements specifications, presentations and/or analysis of gaps, pain points, or opportunities for innovation and/or process improvement.

Key Areas of Responsibility

  • Lead the definition and refinement of processes based on end-user interviews / workshops or pain points gathered from within AJISS and/or within the DND/RCN;
  • Apply LEAN techniques, including Value Stream Mapping, to access enterprise process maturity;
  • Responsible for formulating value propositions in prevision to engagements with sponsors / customers;
  • Responsible for delivering requirements, pain points and opportunities through analysis of existing tools, processes and data;
  • Liaise with the AJISS Team to ensure coherence in the messaging to the AJISS Customer;
  • Lead the development of ECPs per the approved AJISS template, which includes a description of the change proposal, its benefits, a cost breakdown, and a general notion of value proposition; and;
  • Recommend how to promote a collaborative and innovation culture to DND/RCN and across the AJISS Enterprise.

Basic Qualifications

The reference Total Target Compensation(TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between

Total Target Cash (TTC) 86,138.88 - 154,432.71 CAD Annual
