Job Summary
The Administrative HR Manager will be responsible for comprehensive human resources management, including recruitment, compensation and benefits, HR planning, and labor relations. Additionally, the role involves administrative duties such as procurement, fixed asset management, meeting organization, visitor reception, safety training, and administrative cost control. This position requires a Bachelor's degree and at least 5 years of relevant experience.

Job Description
Job Responsibilities:
1. Core Responsibilities of Human Resources Management
1.1. Based on the factory's production and operation goals and the needs of various departments, formulate annual/quarterly recruitment plans, clarify recruitment positions, numbers, job requirements, and timelines; establish a talent pool, and proactively reserve candidates for core positions and scarce skilled positions.
1.2. Formulate a reasonable compensation structure and welfare system, including basic salary, performance bonuses, overtime pay, social security and housing provident fund, holiday benefits, paid annual leave, etc., to ensure internal equity and external competitiveness of compensation.
1.3. Align with the factory's development strategy, conduct human resource demand forecasting and supply analysis, and formulate medium- and long-term human resource plans.
1.4. Handle employee labor disputes and grievances, coordinate various resources to solve problems, and prevent conflicts from escalating; participate in the investigation and handling of work-related accidents, and assist in handling work-related injury identification and claims.
1.5. Build a factory training system, covering new employee onboarding training (corporate culture, rules and regulations, safety norms, job skills), in-service employee skill improvement training, and management leadership training.
2. Core Responsibilities of Administrative Management
2.1. Coordinate factory material procurement and management, including office supplies, production auxiliary materials, labor protection supplies, etc., formulate procurement plans, control procurement costs, and standardize inventory management.
2.2. Manage factory fixed assets (such as equipment, office furniture, vehicles, etc.), establish ledgers, conduct regular inventories, and ensure asset integrity and rational use.
2.3. Responsible for organizing and ensuring internal factory meetings, including meeting notices, venue setup, equipment debugging, meeting minutes, etc., and coordinating external visitor reception, formulating reception plans, arranging accommodation, transportation, etc., to showcase a good factory image.
2.4. Conduct safety and fire training and drills (such as fire extinguisher use, emergency evacuation, etc.) to improve employees' safety awareness and emergency response capabilities.
2.5. Control administrative expenses, prepare administrative expense budgets, monitor expense usage, and propose cost optimization suggestions.
Job Requirements:
1. Bachelor's degree, with 5 years or more of relevant experience.
2. Experience in manufacturing, with a pharmaceutical background preferred.
3. Possess strong communication and coordination skills, problem-solving abilities, risk prevention awareness, and team management skills, while being familiar with labor laws and regulations and factory operational characteristics.
