  • Maintain and update the Philips System on Export Controls.
  • Manage development, update and deployment of export controls and sanctions knowledge management and training programs.
  • Master’s degree in Law (or equivalent).
  • Minimum 8 years of relevant experience in export controls and sanctions and international trade controls.
  • Minimum 5 years hands-on experience in filling and managing dual-use and sanctions licenses in the Netherlands and other EU member states.
  • Experience and knowledge in managing EU and US export controls dual-use classification (ECCN) and customs HS codes reporting requirements for sanctions matters.
  • Excellent written and oral skills in Dutch and English.
  • Close to native-level Dutch language.

Job Description

In this role, you have the opportunity to support the global Philips’ organization to pursue business opportunities while ensuring compliance with various trade, export controls and sanctions laws and regulations. You are a part of the Group Export Controls team and will be based in Amsterdam (Philips Group Legal). This is a global team of compliance professionals with experts in export controls, sanctions and trade embargoes matters relevant to Philips’ businesses. You will play an instrumental role in driving compliance throughout the company.

Your role:

  • Participating in multi-disciplinary teams as export controls and sanctions compliance professional.
  • Monitoring international and national export control and sanctions laws and regulations and supporting the implementation of these requirements globally within Philips.
  • Managing the EU dual-use and sanctions license program engaging with regulators in various member states with focus on the Netherlands.
  • Managing the export controls and sanctions compliance risk assessment process, providing trend analysis for key risk indicators, maintaining the risk dashboard and driving the development of mitigation actions to address relevant risk.
  • Managing the reporting and analysis program by preparing relevant management reports to include relevant export controls and sanctions, key risk indicators (KRIs) and implementation status.
  • Providing legal advice and managing compliance investigations on export control and sanctions related matters advising management on relevant external legal disclosure requirements.
  • Providing advice and supporting export control dual-use and customs (HS) classifications processes and implementation of license reporting requirement with Dutch (and other EU) customs authorities.
  • Managing communication with stakeholders on all levels within the organization and providing advice on export controls impacting business strategy with sanctioned countries.
  • Maintaining and updating the Philips System on Export Controls related to the information content of various compliance tools, IT compliance applications and websites in line with regulatory requirements.
  • Managing the development, update and deployment of export controls and sanctions knowledge management, training programs and materials including updating content on all relevant Philips communication platforms.

You're the right fit if:

  • A Master’s degree in Law (or equivalent) and a minimum of 8 years of relevant experience in export controls and sanctions and international trade controls gained either as in-house Counsel or in private practice.
  • A minimum of 5 years hands-on experience in filling and managing dual-use and sanctions licenses in the Netherlands and other EU member states is critical to fulfill this role.
  • Experience and knowledge in managing EU and US export controls dual-use classification (ECCN) and customs HS codes reporting requirements for sanctions matters.
  • SAP GTS, SharePoint and Sanctions screening tools working experience is an advantage.
  • Excellent written and oral skills in Dutch and English to ensure the effective exchange of ideas with a wide audience, take legal language and translate into concise business correspondence, and working documents including, but not limited to, procedures, guidelines, policies, training materials, memos, and letters.
  • Close to native-level Dutch language is required for engagement with Dutch government stakeholders.
  • High ethical standards, excellent communication, and presentation skills, an open-minded approach, a hands-on mentality.
  • A desire to drive improvement and change for the good of the function and/or the business.

How we work together

We believe that we are better together than apart. For our office-based teams, this means working in-person at least 3 days per week. Onsite roles require full-time presence in the company’s facilities.​ Field roles are most effectively done outside of the company’s main facilities, generally at the customers’ or suppliers’ locations.​
