Health & Safety Manager (Client Side, Site-Wide HSE)

Job Summary
Nscale is seeking an experienced and proactive HSE Manager to lead health, safety and environmental oversight for the Stargate Norway hyperscale data centre project near Narvik. This client-side role involves strengthening on-site HSE leadership, ensuring continuous visibility, accountability, and proactive risk management across all construction activities. The manager will be the primary safety interface, driving compliance with Norwegian and international standards, leading risk identification, incident investigations, and contractor coordination, while contributing to strategic HSE planning and environmental stewardship.
Must Have
- Provide full-time HSE leadership on the Stargate Norway site, acting as the primary client-side safety representative
- Establish a strong on-site safety culture focused on prevention, continuous improvement, and accountability
- Maintain daily visibility across work fronts, proactively identifying risks, unsafe conditions, behavioural issues, and emerging operational hazards
- Ensure full compliance with Norwegian HSE regulations, Nscale and Aker HSE standards, and wider European requirements
- Lead audits, inspections, and compliance checks, ensuring contractors operate in line with JV expectations
- Review and approve risk assessments, method statements, permits, and safety documentation submitted by contractors
- Drive proactive risk identification and mitigation across all phases of construction
- Lead incident investigations, root cause analysis, and the implementation of corrective actions
- Maintain and report on HSE performance KPIs, trends, and risk areas to the Project Director and JV leadership
- Act as the central HSE interface across EPC partners, subcontractors, and JV teams
- Ensure consistent application of safety standards, expectations, and controls across all delivery partners
- Facilitate toolbox talks, safety briefings, workshops, and cross-contractor learning initiatives
- Support the development and implementation of project-wide HSE strategies, systems, and improvement programmes
- Contribute to planning activities to ensure safety is embedded into sequencing, logistics, energisation, and commissioning activities
- Champion environmental stewardship and sustainability aligned with Nscale’s ESG commitments
- 7+ years’ experience in HSE management on major construction projects
- Certified to NEBOSH or IOSH standard, or a recognised Norwegian/European equivalent
- Strong understanding of Norwegian HSE legislation or the ability to rapidly gain competence in country-specific requirements
- Proven experience providing client-side or principal contractor HSE oversight on complex, multi-contractor projects
- Skilled in risk management, incident investigation, and behavioural safety leadership
- Decisive, hands-on, and highly visible on site, with a proactive mindset and ability to influence across diverse teams
- Excellent communicator capable of engaging contractors, partners, regulators, and internal stakeholders
- Fluent in English

The Role
Nscale is seeking an experienced and proactive HSE Manager to lead health, safety and environmental oversight for the Stargate Norway hyperscale data centre project near Narvik.
This role sits within the Aker Nscale joint venture and has been created to strengthen on-site HSE leadership, ensuring continuous visibility, accountability, and proactive risk management across all construction activities.
While several HSE functions are currently delivered by external providers, the JV requires a dedicated client-side leader with end-to-end oversight—someone who can anticipate risks, drive mitigation measures, engage contractors, and ensure alignment between JV objectives, regulatory requirements, and delivery partner practices.
Reporting to the Project Directors, the HSE Manager will be the primary safety interface across contractors, internal teams, and JV partners, ensuring the project is executed safely, responsibly, and in full compliance with Norwegian and international standards.

Key Responsibilities
1. Site HSE Leadership

Who You Are
