Job Summary
The job is for an Overseas Project Manager specializing in building construction projects, with a focus on the Middle East. The role involves full lifecycle project management, including ensuring project performance, profitability, and overseeing progress, quality, and safety. Key responsibilities include team building, managing construction from start to finish, supplier engagement, bidding, and external stakeholder coordination. Candidates need a bachelor's degree in civil engineering, over 8 years of project management experience with at least 3 years in overseas projects, and fluency in English.
Must Have
- Ensure perfect project performance, reasonable profit, and be fully responsible for project progress, quality, and safety.
- Manage and organize construction and coordination for the entire project lifecycle.
- Participate in bidding, negotiation, and signing with project personnel, materials, and equipment suppliers.
- Participate in bidding and quotation for external projects.
- Liaise with owners, supervisors, and other external parties to ensure smooth project construction.
- Bachelor's degree or above in Civil Engineering or related major.
- 8+ years of project construction technical management experience.
- 3+ years of overseas project experience, having served as a project manager for a complete overseas project.
- Familiar with international engineering laws and policies.
- Master professional knowledge of international engineering project management.
- Strong business acumen and experience in international project risk identification and response.
- Fluent in English for listening and speaking, usable as a working language.
- Intention for long-term overseas development.
- Work experience in the Middle East region (Saudi Arabia, Dubai, Qatar, Kuwait, Iraq).

Job Description
Responsibilities:
1. Ensure perfect project performance, guarantee reasonable project profit, and be fully responsible for project progress, quality, and safety.
2. Responsible for construction management and organizational coordination throughout the project lifecycle, from project initiation and team formation, through personnel, material, and equipment mobilization for construction, to project completion, acceptance, and handover.
3. Participate in the bidding, negotiation, and signing of contracts with project personnel, material, and equipment suppliers.
4. Participate in bidding and quotation for externally undertaken projects.
5. Liaise with owners, supervisors, and other external parties to ensure the smooth progress of engineering construction.
Qualifications:
1. Bachelor's degree or above, in Civil Engineering or related majors.
2. 8+ years of project construction technical management experience, 3+ years of overseas project experience, having served as a project manager for a complete overseas project.
