This SME role is a 6-month hybrid contract in Denver, CO, focusing on legislative liaison activities. The position requires a Colorado resident with seasoned legislative experience and established connections with state legislators. Key responsibilities include providing technical research and expertise for legislative proposals, monitoring federal IT policies and regulatory compliance, coordinating with government stakeholders on IT projects, and ensuring ethical and transparent deliverables.

Must Have

  • Be local and a resident of Colorado
  • Be available to work in person in Downtown Denver as necessary for hearings, testimony, and meetings
  • Possess seasoned Colorado Legislative experience
  • Have established connections with state legislators
  • Provide technical research and subject matter expertise to support leadership in legislative proposals
  • Prepare technical briefing materials and draft testimony for committee hearings
  • Provide written recommendations for statutory or policy changes based on technical research
  • Track federal IT policies (FCC, NTIA) and assess impact on state infrastructure
  • Monitor agency-wide adherence to mandated technical requirements and draft compliance reports
  • Analyze industry trends to identify risks of technological obsolescence
  • Act as technical liaison for federal, tribal, and local government stakeholders
  • Align IT project proposals with available federal and state funding cycles
  • Provide professional mentorship and knowledge transfer to internal staff
  • Ensure deliverables are compatible with CORA requirements
  • Maintain professional lobbyist registration with the Colorado Secretary of State
  • Adhere to the NIGP and Codes of Ethics

Pay Rate: $62.5/hr.

Location: Hybrid - Denver

Schedule: Monday through Friday 8:00 AM MST to 5:00 PM MST

Status: 6 month contract from 01/06/2026 - 06/30/2026

Description

Position Description: Legislative Liaison Contractor (SME)

The candidate must be local and a resident of Colorado. They have to be available to work in person in Downtown Denver as necessary for hearings, testimony, and meetings. They must also possess seasoned Colorado Legislative experience and established connections with state legislators

IT Legislative Advisory & Technical Analysis (35%)

  • Provide technical research and subject matter expertise to support leadership in the development of legislative proposals.
  • Prepare technical briefing materials and draft testimony for committee hearings.

Federal & Technical Regulatory Monitoring (30%)
