Must Have

Good to Have

  • Master’s degree preferred for Senior/Expert roles
  • PgMP/PMP preferred for Journeyman+, PgMP strongly preferred for Senior/Expert
  • Supporting DHA, HHS, VA, NIH, CDC, or federal health programs
  • Experience in cloud, DevSecOps, cybersecurity, or agile delivery environments
  • Managed cross-functional, geographically distributed teams to deliver digital programs with rapid innovation cycles

About the Role:

  • Rackner is hiring a Program Manager to support a Department of Health–aligned mission portfolio. This role partners closely with engineering, operations, and mission stakeholders to deliver programs that are structured, well-communicated, and aligned to strategic objectives.
  • We are hiring across multiple levels (Junior, Journeyman, Senior, Expert). Candidates will be mapped based on experience, certifications, and scope readiness.

What You’ll Do:

(Level-appropriate responsibilities will be assigned during hiring.)

Junior (0–3 years)

  • Assist with program planning, coordination, and milestone tracking
  • Support dependency management across projects
  • Maintain program documentation, dashboards, and performance metrics
  • Track risks, issues, and action items; escalate as needed
  • Assist with stakeholder communications and meeting support
  • Work reviewed and guided by senior staff

Journeyman (4–6 years)

  • Coordinate programs spanning multiple workstreams
  • Manage program governance, integration points, and cross-team dependencies
  • Develop and track program budgets, schedules, and resource plans
  • Facilitate cross-project issue resolution and decision-making
  • Communicate status, risks, and impacts to leadership
  • Contribute to program management standards, tools, and processes

Senior (7–10 years)

  • Lead major programs and strategic initiatives with organizational impact
  • Establish governance structures, performance metrics, and benefit realization
  • Manage multi-million-dollar budgets, resources, and timelines
  • Provide strategic guidance to program stakeholders and project teams
  • Ensure alignment between mission needs, technical delivery, and program goals
  • May supervise project and program managers

Expert (10+ years)

  • Provide executive-level program leadership on major DHA initiatives
  • Establish enterprise program management strategies and frameworks
  • Direct complex, mission-critical programs end-to-end
  • Guide investment decisions, organizational change, and strategic outcomes
  • Serve as primary interface with executive stakeholders and federal leadership
  • Drive long-term planning, transformation, and enterprise maturity
