Job Summary
The AJISS East Coast Deputy Docking Delivery Manager assists the AJISS Docking Delivery Manager in planning, executing, and closing out Docking Work Periods (DWP) in Eastern Canada. Must Have
- Assist with creation and standardization of planning activities for AJISS DWPs.
- Act as secondary point of contact between Thales and MEPM (NC) for DWP activities.
- Assist with overall planning of DWPs and EWPs under the AJISS Program.
- Organize and coordinate planning and progress review meetings with stakeholders.
- Liaise with stakeholders to capture Corrective Maintenance.
- Compile Request for Proposals (RFPs) and associated documentation.
- Coordinate with MEPM NC for DWP RFP package review and approval.
- Track and report progress of DWP Planning activities.
- Support on-site Thales personnel and oversee work execution by shipyards.
- Oversee review of arising’s submitted by the shipyard.
- Attend bi-weekly Progress Review Meetings during DWP phase.
- Assist with compilation of OQE and submission.
- Liaise with ABS to address Class Implications.
- Assist Thales SML with EWP/DWP Weekly and Closeout Reports.
- Capture and identify Lessons Learned for continuous improvement.
- Provide technical oversight and direction to the DWP team.
- Day-to-day training, coaching, and mentorship of Service Delivery personnel.
- Lead employees to meet productivity, quality, and goal accomplishment.
- Foster teamwork and unity among Service Delivery members.
- Comply with and ensure compliance to HS&E legislative requirements.
- Possess Engineering Degree or 2-year technical diploma in marine technical field OR certified technologist OR CAF Head of Department qualification (MS ENG HOD or NCS ENG HOD).
- Minimum 5 years of experience in vessel maintenance or engineering management (last 10 years).
- Demonstrated experience managing at least one vessel refit or docking work period of at least $10,000,000 CAD (last 5 years).
- Experience working within a defense environment.
- Experience in supervision of teams undertaking maintenance activities.
- Strong computer literacy (Microsoft Word, Excel, PowerPoint).
- Experience interfacing between various internal/external stakeholders.
- Strong organizational skills and ability to balance multiple priorities.
- Eligible or able to obtain authorization for access to controlled technical information.
- Meet federal government requirements to access Canadian government facilities.
- Able to obtain a Canadian NATO Secret clearance.
Good to Have
- Tertiary education in Engineering or Business/Project Management related field.
- Experience with the maintenance requirements of the HDW Class of vessels.
- Experience within procurement, finance, project management or warehouse environments.
- Accreditation as a Certified Practicing Project Manager or equivalent.

Position Summary
We are searching for an AJISS East Coast Deputy Docking Delivery Manager for a current vacancy on our team in Halifax, Nova Scotia.
The AJISS Deputy Docking Delivery Manager will be responsible and accountable to the AJISS Docking Delivery Manager for assisting with all aspects of planning, execution and closeout of AJISS Docking Work Periods performed in Eastern Canada.
Regulatory Compliance Requirement

Key Areas of Responsibility
The AJISS East Coast Deputy Docking Delivery Manager will be responsible for:
- Assisting with the creation and standardizing planning activities for all future AJISS Docking Work Periods (DWP).
- Act as secondary point of contact between Thales and MEPM (NC) for all DWP related activities.
- Assisting with the overall planning of all DWP’s and Extended Work Periods (EWP) under the AJISS Program, including:
- Organizing and coordinating all planning meetings required between all stakeholders (NC, Thales, Fleet Technical Authority (FTA), Fleet Engineering Readiness (FER), American Bureau of Shipping (ABS) and Ships Staff (SS));
- Organizing and coordinating progress review meetings for the planning phases of EWP’s and DWP’s, including coordination of required tasks through Thales Engineering, ILS, Procurement and Service Delivery;
- Liaise with all stakeholders (Thales Engineering, Service Delivery, Life Cycle Maintenance Managers (LCMM’s), Technical Authorities (TA’s), SS) for the planning of Pre and Post EWP’s;
- Liaise with Thales Engineering, Service Delivery, MEPM NC, SS, FTA to ensure that all Corrective Maintenance is captured in the appropriate EWP/DWP window;
- Compiling Request for Proposals (RFP’s) and associated documentation, liaising with Thales Engineering for generation of Docking Specs;
- Coordinating with MEPM NC for the review and approval of each DWP RFP package; and
- Responsible for tracking and reporting progress of DWP Planning activities as required;
- Assisting with the compilation of the DWP RFP package for submission to qualified shipyards as per the recommended DWP Planning timelines.
- Attending the bidders conference for all potential bidders on the vessel entering the DWP.
- Assisting with the review and coordination of responses to questions received from potential bidders during the bidding phase.
- Assisting with the review and selection of each DWP package.
- Assisting with the compilation of an Unsolicited Proposal for each DWP and submission for review.
- Coordinating with MEPM NC and the Thales NEM Liaison to ensure that the Fleet Schedule is reflective of the required EWP/DWP timeframes.
- Responsible for supporting the on-site Thales personnel (Ship Maintenance Leads (SML’s) & Maintenance Coordinators (MC’s)) and overseeing the execution of the work being conducted by the selected DWP shipyard.
- Overseeing the review of all arising’s submitted by the shipyard to determine if the work is in scope, necessary and achievable within the allocated budget and timeline. Assessment to be communicated to MEPM NC for approval prior to implementation.
- Responsible for attending the bi-weekly Progress Review Meetings held by the shipyard during the DWP phase of the Work Period.
- Assisting with the compilation of OQE and for the submission to the appropriate repositories’.
- Liaising with ABS to ensure that all Class Implications are being addressed.
- Assisting the Thales SML with the compilation of the EWP/DWP Weekly and Closeout Reports.
- Capture and identify any Lessons Learned.
- Organize stakeholder meetings to ensure Lessons Learned are properly recorded and actioned to ensure continuous improvement to the planning, execution and closeout of future DWP’s.
People Management
- Provide technical oversight and direction to the DWP team in accordance with the organization’s policies and procedures.
- Day-to-day training, coaching and mentorship of current Service Delivery personnel with all aspects of planning, execution and closeout of subsequent DWP’s.
- Lead employees to meet the organization's expectations for productivity, quality, continuous improvement, and goal accomplishment.
- Foster a spirit of teamwork and unity among Service Delivery members that allows for cohesiveness, support, and working effectively together enabling each employee and the department to succeed.
- Establish and foster a culture in line with the Project Enterprise Charters.
- Interact and work with management/employees to promote teamwork, by effectively communicating with all levels of staff via staff meetings, written communications and one-on-one communication.

Minimum Requirements
- Possess an Engineering Degree or 2-year technical diploma in a marine technical field from a recognized university or college program or certified as a technologist by a recognized provincial, state or federal (national) licensing body in a relevant field or has a former member of the Canadian Armed Forces (CAF) Head of Department qualification as a Marine System Engineer (MS ENG HOD) or Naval Combat System (NCS ENG HOD); and have a minimum of 5 years of experience in the last 10 years in the management of vessel maintenance or engineering; or
- Possess a minimum of 5 years of experience in the management of vessel maintenance or engineering in the last 10 years; and
- Demonstrated experience managing at least one (1) vessel refit or docking work period of at least $10,000,000 CAD within the last 5 years.
- Experience working within a defense environment.
- Experience in the supervision of teams undertaking maintenance activities.
- Strong computer literacy, with proven experience with Microsoft products especially Word, Excel and PowerPoint essential.
- Experience interfacing between various internal/external stakeholders.
- Strong organizational skills and ability to balance multiple priorities.
Preferred Qualifications
- Tertiary education in an Engineering or Business/Project Management related field is preferred.
- Experience with the maintenance requirements of the HDW Class of vessels is desirable.
- Experience within procurement, finance, project management or warehouse environments desirable.
- Accreditation as a Certified Practicing Project Manager or equivalent is advantageous.
Physical Demands
- Predominantly office based, but will also be required to work onboard Naval Vessels, or remotely (including from home).
- Will be required to undertake inspections, including confined space entry, on Naval ships involving bending and twisting. Tasks may also require working at heights.
- Must meet all federal government requirements to access Canadian government facilities, including Naval Dockyards
Special Position Requirements
- 40 Hours per week during Core Business Hours Monday-Friday.
- Office or onboard Naval ships in dry dock, alongside in harbor, or at sea, therefore must meet all federal government requirements to access Canadian government facilities, including naval dockyards
- Domestic or international travel will be required, which will include access to government facilities and assets, including naval vessels
- Required to visit shipyards and Naval Dockyards during Work Periods.
