PayPay is seeking a leader candidate for new business development and service planning in payment and fund transfer services. This role involves conceiving, planning, developing, and growing new services leveraging PayPay's payment infrastructure, aiming to create new value for users, businesses, and local governments. The position focuses on driving revenue growth from merchants, creating new services like PayPay coupons and stamp cards, and expanding into areas like promotional ecosystems, online payment products, and B2B financial services, with a strong emphasis on AI and data analysis. The ideal candidate will lead service creation and growth within the merchant business.
Good To Have:
  • Product planning or conception experience in payment, promotion, or B2B finance (lending, invoice processing) domains.
  • Experience involved in AI/ML model design or service utilization (e.g., recommendation engines, demand forecasting, credit scores).
  • Documentation and presentation experience for management.
  • Business-level English proficiency.
  • Management skills for business income/expenditure and KPI design.
  • Practical understanding of related legal systems such as the Premiums and Representations Act / Fund Settlement Act.

About the Work

Introduction to the Merchant Strategy Division

The Merchant Strategy Division provides services that enrich both users and merchants, such as coupons and stamp cards, in addition to payments at member stores, for 70 million users (as of July 2025). We also offer services for local governments, such as issuing gift certificates, and services that support manufacturers' product promotions, beyond just retail and restaurants. Our mission is to create new value from the PayPay platform by leading everything from new business conception to service planning, development, and growth.

Introduction to the Position's Department

Aiming to enrich various stakeholders using the PayPay app, including users, businesses, and local governments, we are involved in a wide range of tasks from concept planning to project management and development promotion. These tasks include planning and improving services leveraging PayPay's payment business infrastructure, creating synergies with group companies, and building cross-service infrastructure. By creating various scenarios through our services, we can expand PayPay's touchpoints with users. From this perspective, this position plays a very important role in the current PayPay.

Background of Recruitment

PayPay started in 2018. While still focusing on increasing the number of users and merchants, since fiscal year 2022, we have entered a phase of accelerating revenue growth from merchants, which will become our second pillar. The Merchant Strategy Division is responsible for this. Currently, in the merchant business, in addition to growing existing services such as PayPay coupons and PayPay stamp cards, we are also focusing on creating new services that will become future business pillars. We are looking for talent who can lead the creation or growth of services in line with business growth and expansion, and eventually demonstrate leadership in service planning for the merchant business.

To realize a super app for merchants, it is necessary to create new services that are No. 1 in various value chains of stores, primarily focusing on promotions. Therefore, we need more personnel who deeply understand the schemes and examples of service platforms overseas and domestically, and who can promote business strategy formulation and concrete service planning and launch. We will strengthen our personnel system to enhance and further grow our business.

Job Responsibilities

As a planning member of PayPay's merchant business, you will be involved in all processes from conception, strategy, to social implementation, and will be responsible for creating and disseminating new payment, promotion, and financial experiences using AI. In this position, you are required not only to formulate strategies and promote projects but also to conceive value that changes industry norms and have the execution ability to bring it to reality.

  • Strategic planning and execution of a promotional ecosystem centered on PayPay gift certificates.
  • Conception and execution of product/service strategies to accelerate the spread of online payments.
  • Business strategy formulation and launch of new services for B2B payments and related financial services.

Specific Job Responsibilities

  • Conception and strategic planning of new businesses/services based on industry structure, social trends, and technological trends.
  • Value verification, understanding user behavior, and hypothesis building using AI and data analysis.
  • Requirements definition and development promotion of new functions (financial services, recommendations, etc.) utilizing machine learning models.
  • Designing service implementation methods considering legal systems and business constraints.
  • Overall project management, including coordination and consensus building with internal and external stakeholders.
