We’re modernising how we engage contingent talent and SOW suppliers. You will lead the strategic and operational transformation of a our Vendor Management System (VMS) and build a resilient External Workforce Operations function that is compliant, data-driven, and loved by hiring managers.
Key Responsibilities
1) VMS Implementation (multi-year transformation)
- Lead the end-to-end transformation of our External Workforce Vendor Management System (VMS): discovery, design, build, testing, cutover, and hypercare.
- Stand up programme governance (RAID, stage gates, steering), resource planning, budget control, and vendor management.
- Oversee global data migration and ensure business continuity for all active externals
- Partner with Engineering team to orchestrate integrations across Workday HCM, Finance ERP, SSO/IDM, background checks, ticketing, and invoice systems; design reconciliation and error-handling.
- Lead change & comms: stakeholder mapping, training, knowledge base, and self-serve enablement.
2) Ongoing Management (Business-as-Usual)
- Build and lead an External Workforce Operations team (Tier 0/1/2) with clear RACI across People, Procurement, Finance, Legal, Compliance, and Engineering.
- Define and continually improve processes for requisition → onboarding → time/expense → invoicing → offboarding, with robust controls and audit trails.
- Establish KPIs and reporting for BAU performance, financials, and compliance; partner with wider People Data & Insights team to deliver dashboards (e.g., Snowflake/Power BI).
- Ensure policy alignment (e.g., tenure caps, re-engagement, rate-card adherence) and operational resilience (ITIL-aligned incident/problem/change).
3) Contingent Staffing & SOW Governance
- Govern the Managed Service Provider (MSP) SLAs/OLAs, QBRs, supplier tiering, and continuous improvement; manage change orders and service credits.
- Drive process harmonisation and a manager self-serve model with clear guardrails.
- Oversee end-to-end SOW lifecycle: intake, milestones, deliverables acceptance, rate structures, and outcome-based payments.
- Ensure robust onboarding, vetting, monitoring, and offboarding for all contingent and SOW workers.
Requirements
- Experience of an enterprise VMS implementation across multiple geographies.
- Deep experience governing an MSP including supplier performance, rate strategy, and change control.
- Strong integration literacy across Workday/ERP/IDM/Finance/AP; data migration and reconciliation know-how.
- Solid grasp of regulatory and compliance: UK IR35, AWR, co-employment risk, US 1099/W-2 concepts, GDPR, SOX.
- Proven programme leadership: multi-workstream delivery, RAID mastery, budget ownership, C-suite engagement.
- Track record building BAU run functions (Tiered support, playbooks, SLAs, continuous improvement).
- Clear communicator who can translate policy into simple, scalable manager experiences.
Nice-to-have
- Workday certifications or exposure to Workday modules.
- SAP Fieldglass experience.
- Lean/Six Sigma for process optimisation; ITIL for service operations.
- Experience in highly regulated, global environments (financial services, pharma, tech).
- Familiarity with Power BI/Snowflake and cost analytics for contingent labour.
