The Director of Resource Management is responsible for strategic allocation and optimization of talent resources across the organization. Overview

The Director of Resource Management is responsible for strategic allocation and optimization of talent resources across the organization; this includes forecasting future resource needs, managing capacity, collaborating with department heads to identify and address resource gaps, and adhering to resource management best practices across the organization. Reporting to Pillar Resource Management leadership and partnering with executive leadership, including Talent, Finance, and Department Heads, the Director shapes and executes a comprehensive resource management strategy that aligns with business goals and operational priorities.

This role leverages tools, analytics, and insights to optimize talent deployment, forecast future resource needs, and ensure high-impact business outcomes. The Director monitors key performance metrics such as utilization, billability, and capacity planning while addressing complex resourcing challenges with creative, data-driven solutions. Acting as a strategic advisor, the Director ensures seamless alignment of talent strategies with evolving client and agency demands.

The Director must demonstrate high emotional intelligence, strong business acumen, and the ability to influence senior stakeholders. By fostering a culture of collaboration, accountability, and operational excellence, the Director ensures that "the right people are in the right place at the right time," delivering superior results for both employees and clients.

Responsibilities

Key Responsibilities:

  • Lead RM processes, advise on resource allocation, and resolve related issues.
  • Oversee agency-wide staff planning, including capacity building, resource leveling, and historical data analysis; partnering with Project Management to maintain profitable contribution margins.
  • Run Talent/Resourcing meetings with functional leads to discuss account health and team well-being.
  • Collaborate with business and functional leads to maintain transparency on team metrics and future staffing trends; communicate resourcing updates clearly and frequently to agency teams.
  • Manage staff utilization by monitoring project activities, identifying under/over-utilization, and addressing bandwidth issues.
  • Establish real-time resource scheduling and level-load planning to balance workloads efficiently.
  • Drive diversity in client and project teams through inclusive talent casting.
  • Negotiate and broker resource trade-offs when needed.
  • Manage freelance vendors, resources, and forecasting.
  • Partner with HR and Talent Acquisition on hiring, talent management, compensation, and mobility.
  • Act as a trusted advisor on sensitive talent issues, maintaining confidentiality.
  • Identify opportunities to strengthen connectivity across the Publicis network.

Workforce Data & Analysis

  • Lead reporting for resource allocation and burn (e.g., utilization, billability, non-billable time).
  • Analyze and communicate data consistently, concisely, and effectively.
  • Ensure resource data is accurate, up-to-date, and accessible
  • Prepare and present reports on staffing trends, capacity forecasts, and skills analysis.

Leadership & Change Management

  • Identify and implement resourcing change opportunities across the agency.
  • Engage stakeholders to champion resourcing initiatives and communicate change effectively.
  • Advocate for process automation and improved reporting tools.
  • Introduce best practices from Groupe U.S. and external RM sources.
  • Create and sustain a culture of continuous improvement by seeking innovative solutions.

Qualifications

  • 8+ Years Experience in Resource Management, Creative Operations, or Operations
  • Proven agency experience with progressive responsibility
  • Background in communications or marketing environments (preferred)
  • Advanced negotiation and conflict management
  • Effective problem-solving across functional areas
  • Strong planning, coordination, and project management
  • Excellent verbal and written communication skills

Compensation Range: $119,510 - $163,500 annually. This is the pay range the Company believes it will pay for this position at the time of this posting. Consistent with applicable law, compensation will be determined based on the skills, qualifications, and experience of the applicant along with the requirements of the position, and the Company reserves the right to modify this pay range at any time. Temporary roles may be eligible to participate in our freelancer/temporary employee medical plan through a third-party benefits administration system once certain criteria have been met. Temporary roles may also qualify for participation in our 401(k) plan after eligibility criteria have been met. For regular roles, the Company will offer medical coverage, dental, vision, disability, 401k, and paid time off.
