Job Summary

AnaVation is seeking a Requirements Manager to support National Security missions, specifically advising senior personnel in military intelligence. This full-time, on-site role in Annapolis Junction, Maryland, involves identifying and assessing USCYBERCOM J2 capability requirements, ensuring traceability to mission essential tasks, and assisting with the submission, coordination, and tracking of requirements. The manager will also help develop mission gaps, needs, and endstate statements, and build/amend business processes for requirements boards.

Must Have

  • Identify and assess USCYBERCOM J2 capability requirements
  • Align requirements to Mission Essential Tasks, Command priorities, DOD wide strategy and guidance
  • Submit, coordinate, track, report, and archive requirements
  • Develop mission gaps, mission needs, and endstate statements
  • Build/amend business processes for managing requirements boards
  • U.S. Citizen with SCI clearance within last 2 years
  • 4+ years in a Military Requirements Manager role
  • 4+ years with J2 Planning, Analysis, and Operations in cybersecurity, cyber operations, requirements management
  • Experience with USCYBERCOM, Service Cyber Components, DISA, NSA, or similar mission partners
  • Strong understanding of DoD requirements processes, system engineering lifecycle, and JCIDS

Good to Have

  • Experience supporting Cyber Mission Force operations or training
  • Understanding of cloud architectures, zero trust, data engineering, and cyber tool development
  • Understanding of the Lockheed Martin Cyber Kill chain, MITRE ATT&CK framework, TTPs, IoCs, CVEs, and threat attribution play in Cyber Operations (Offensive, Defensive, or Cybersecurity)
  • Experience with Risk Assessment and Risk Management - the Risk Management Framework (RMF)
  • Prior experience supporting UP/UPDM, JCC2, or other JCWA programs
  • Experience with cyber event simulations or hands-on scenario-based training
  • Polygraph within last 5 years
  • Bachelor's degree in a related field
  • Security+, Cloud+ CySA+, CISSP, CEH, or similar certification
  • 7+ years of experience in a Requirements Manager role

Description of Task to be Performed:

AnaVation is looking for a talented Requirements Manager who is passionate about supporting National Security missions. The ideal candidate appreciates partnering with our customer and a group of cybersecurity experts to advise senior personnel in support of military intelligence missions. This position is full time on-site Annapolis Junction, Maryland.

Position Responsibilities:

Assists the Government in identifying and assessing USCYBERCOM J2 capability requirements. Assists with traceability by aligning the requirements to Mission Essential Tasks, Command priorities, DOD wide strategy and guidance. Assist Government with submitting, coordinating, tracking, reporting and archiving requirements. Provide support with developing mission gaps, mission needs and endstate statements to include identifying potential solutions. With government direction builds/amends business processes for managing requirements boards.

Required Qualifications:

  • Clearance: U.S. Citizen, SCI within last 2 years.
  • Location: Full time on-site Annapolis Junction, Maryland.
  • Experience and knowledge:
  • Four or more years of experience in a Military Requirements Manager role
  • Four years of experience with J2 Planning, Analysis, and Operations, in cybersecurity, cyber operations, requirements management.
  • Experience with USCYBERCOM, Service Cyber Components, DISA, NSA, or similar mission partners.
  • Familiarity with JCWA elements (UP, JCC2, PCTE, ICAM, sensors, analytics, data fabrics).
  • Strong understanding of DoD requirements processes, system engineering lifecycle, and JCIDS or equivalent requirements frameworks.
  • Demonstrates exceptional oral and written communication skills and the ability to work in a fast paced environment.
  • Collaborates with programmers, engineers, and organizational leaders to identify opportunities for process improvements, recommend system modifications, and develop policies for data governance.

Preferred Qualifications:

  • Experience supporting Cyber Mission Force operations or training.
