Job Summary

Arηs Group, Part of Accenture, is seeking an experienced Bid Manager to lead and coordinate end-to-end bid activities for complex, high-value opportunities, primarily within the Belgian and European public sector. The role involves managing public procurement procedures, driving structured bid governance, analyzing tender requirements, and coordinating cross-functional teams to deliver competitive and compliant proposals. The successful candidate will contribute to continuous improvement of bid management processes and promote bid excellence.

Must Have

  • Lead and coordinate end-to-end bid activities for complex, high-value opportunities.
  • Manage public procurement procedures for Belgian and EU (semi-)public sector clients.
  • Manage the full bid lifecycle from opportunity qualification through submission.
  • Drive structured bid governance, communication, and alignment.
  • Analyze tender/client requirements and translate them into win strategies.
  • Coordinate cross-functional teams (Sales, Delivery, Solution Architecture, Legal).
  • Plan and mobilize expertise and resources for compelling proposals.
  • Collaborate with consortium partners, subcontractors, and third-party vendors.
  • Build and maintain strong relationships with internal and external stakeholders.
  • Support sourcing and procurement activities during bids.
  • Contribute to pre- and post-sales activities (opportunity identification, deal shaping).
  • Contribute to continuously improve bid management processes, tools, and best practices.
  • Promote knowledge sharing, continuous learning, and bid excellence.
  • University degree in IT, Business, Procurement or equivalent professional experience.
  • Minimum 4 years of relevant experience in Bid Management, Proposal Management, Procurement.
  • Mandatory professional experience in public tenders for Belgian and/or Dutch (semi-)public sector and/or EU Institutions.
  • Proven ability to manage multiple internal and external stakeholders.
  • Strong leadership, coordination, and decision-making capabilities.
  • Native or C2-level proficiency in Dutch and C2-level proficiency in English.
  • Excellent written and verbal communication skills, strong attention to detail.
  • Ability to clearly articulate recommendations in senior management discussions.
  • Proactive, flexible mindset, ability to work independently and under pressure.

Good to Have

  • Experience in sales support, deal shaping, pipeline management, negotiation fundamentals, financial modelling.
  • Familiarity with Professional Services environments (outsourcing, system integration, strategy & consulting, business process services) or Managed Services.
  • Understanding of current/emerging technology trends (AI, Cloud, Security, digital transformation).
  • Experience managing large, complex, multi-million-euro bids with multiple workstreams and international stakeholders.
  • Active knowledge of French (minimum B1 level) and/or any additional European language.

Job Description

Arηs Group, Part of Accenture, is looking for an experienced Bid Manager with Dutch and English writing skills as native or professional level (C2). You will be responsible for leading and coordinating end-to-end bid activities for complex, high-value opportunities, primarily within the Belgian and European public sector. You act as the central point of coordination between all stakeholders and ensure the delivery of competitive, compliant, and high-quality proposals.

You will be part of our experienced and successful bid team co-located in our HQ in Luxembourg, Greece and Belgium (with a choice to be flexibly based in Brussels, Zaventem or Leuven – in sound balance with teleworking/home office).

Roles & Responsibilities

  • Managing public procurement procedures for Belgian and EU (semi-)public sector clients, ensuring full compliance with applicable regulations.
  • Managing the full bid lifecycle, from opportunity qualification through submission, within demanding timelines.
  • Driving structured bid governance, communication, and alignment across multiple workstreams.
  • Analysing tender/client requirements and translating them into clear win strategies, value propositions, and key messages in close collaboration with the “Deal team” (Sales Lead, Delivery Lead,…).
  • Coordinating cross-functional teams including Sales, Delivery, Solution Architecture, Legal, …
  • Planning and mobilising the required expertise and resources to develop compelling and differentiated proposals.
  • Collaborating with consortium partners, subcontractors and/or third-party vendors (including contribution management and alignment).
  • Building and maintaining strong, trust-based relationships with internal stakeholders and, where appropriate, with external partners and clients.
  • Supporting sourcing and procurement activities during bids, including supplier engagement and contract negotiations.
  • Contributing to pre- and post-sales activities such as opportunity identification, deal shaping, and win/loss reviews.
  • Contribute to continuously improve our bid management processes, tools, and best practices.
  • Promoting knowledge sharing, continuous learning, and bid excellence within the organisation.

Qualifications

You are a structured, proactive, and results-driven professional who thrives in complex environments and is comfortable leading multidisciplinary teams. You combine strategic insight with strong execution capabilities and excellent communication skills.

Required Qualifications & Experience:

  • University degree in IT, Business, Procurement (or a related discipline) or equal through professional experience.
  • Minimum of 4 years of relevant experience in Bid Management, Proposal Management, Procurement, or comparable roles.
  • Mandatory professional experience in projects or public tenders for the Belgian and/or Dutch (semi-)public sector and/or EU Institutions.
  • Proven ability to manage multiple internal and external stakeholders across geographies and functions.
  • Strong leadership, coordination, and decision-making capabilities.
  • Native or C2-level proficiency in Dutch and C2-level proficiency in English (mandatory) is a must. Active knowledge of French (minimum B1 level) and/or any additional European language is a plus.
