Job Description

Thales, a global high-tech leader, is seeking a Senior Export Offer Manager for its Air Traffic Control and Coastal Radars (ACR) segment in Limours, France. This role involves managing a portfolio of complex international offers for civil and military air traffic surveillance and maritime radars. The manager will be responsible for the entire offer process, from capture strategy and technical proposals to contractual negotiation and project transition, operating in a competitive civil sector with short cycles.

  • Analyze the offer context, define the offer strategy, and contribute to the Target Price
  • Lead technical proposals and contribute to the commercial offer
  • Develop solutions that meet clients' operational needs and are fully aligned with the product policy
  • Manage complex offers (operational concept, technical and financial offer) in collaboration with multidisciplinary teams
  • Establish quotes, deliver technical proposals, and other documents for the tender response
  • Present the offer to clients and conduct contractual negotiations in collaboration with sales forces and Thales entities in various countries
  • Ensure a smooth transition from the offer to the project
  • Minimum 10 years of experience in offer or project management for export clients
  • Proficiency in English
  • Knowledge of THALES offer management processes
  • Rigor, proactivity, and influence on key stakeholders
  • Analytical and synthesis skills, and mastery of complexity within tight deadlines
  • Good capacity for integration and adaptation, comfortable working in a team and autonomously

Your daily life

Located 20 minutes from the Paris-Saclay technology hub, the site is one of the largest centers of excellence for surface radars. We contribute to developing, designing, integrating, and testing air surveillance radars dedicated to target detection and identification.

The position is based in Limours (site 40 minutes from Paris, 20 minutes from Massy and accessible via our free shuttle network from Massy, Pont de Sèvres, Vélizy, Versailles, Saint Quentin en Yvelines).

The Air Traffic Control and Coastal Radars (ACR) segment is responsible for designing, developing, producing, delivering, and commissioning a wide range of air traffic control and maritime surveillance radars, in response to the needs of civil and military clients.

Our clients are all over the world, and our activity is primarily export-oriented.

Our teams manage complex offers and projects, from defining client needs to providing the solution, as well as on-site installation and associated training.

The ACR entity is spread across several sites in France (Limours and Rouen-Ymare) as well as in Brazil (Sao Paulo) where the radars are produced.

Within the Business ATC department, responsible for offers and projects related to the acquisition of civil air traffic surveillance radars, we are looking for a senior export offer manager to handle the large number of international offers. The incumbent will be responsible for a portfolio of offers, covering one or more acquisition radars of varying complexity. He/she will operate in a civil, competitive sector with short cycles. He/she may address civil or military clients.

The Senior Offer Manager is responsible for all offer commitments for the segment and in particular for:

  • Anticipating Capture actions before the release of the call for tenders (Left Shift),
  • Analyzing the offer context as a major active member of the capture team, defining the offer strategy, and contributing to the Target Price to ensure the creation of a winning offer,
  • Leading technical proposals and contributing to the commercial offer,
  • Developing solutions that meet clients' operational needs and are fully aligned with the product policy,
  • Managing complex offers (operational concept, technical and financial offer) in collaboration with multidisciplinary teams, to submit quality offers on time,
  • Establishing quotes, delivering technical proposals, and other documents for the tender response,
  • Presenting the offer to clients and conducting contractual negotiations in collaboration with sales forces and Thales entities in various countries,
  • Ensuring a smooth transition from the offer to the project.

Your profile

Do you have a minimum of 10 years of experience in offer or project management for export clients?

Are you recognized for your rigor, proactivity, and influence on key stakeholders?

Do you have analytical and synthesis skills and mastery of complexity within tight deadlines?

Do you have a good capacity for integration and adaptation, allowing you to be comfortable working in a team and autonomously?

Do you have knowledge of THALES offer management processes?

Knowledge of radar products and/or the industry would be a plus!

Proficiency in English is essential, and another language is desired.
