Job Summary
The Overseas HR Manager will be responsible for leading recruitment efforts for engineering construction roles in Southeast Asia, particularly Malaysia and Thailand. Key duties include establishing talent acquisition channels, developing and implementing HR systems compliant with local laws, managing employee relations, and ensuring compliance with visa, tax, and labor regulations. The role requires providing HR solutions as a business partner to overseas project teams and collaborating with headquarters on expatriate management. Candidates should have a strong background in overseas HR, excellent recruitment skills, and cross-cultural communication abilities.
Must Have
- Lead overseas recruitment for engineering construction roles (Malaysia, Thailand)
- Establish overseas talent channels (websites, agencies, school-enterprise)
- Formulate local employment policies, contracts, compensation, benefits, and performance systems
- Build full-process management for overseas employee onboarding, training, development, and retention
- Handle overseas employment compliance risks (visas, work permits, taxes, insurance, labor disputes)
- Manage cross-cultural employee relations
- Provide HR solutions as a business partner to overseas project teams
- Bachelor's degree or above in HR, Business Management, Law, or related
- 5+ years HR experience, with at least 3 years in overseas HR management
- Practical HR experience in Southeast Asia (Malaysia, Thailand), familiar with local labor laws
- Excellent recruitment ability for urgent, large-scale needs
- Familiar with overseas HR system construction and compliance risk control
- Excellent cross-cultural communication skills, English as a working language
- Ability to adapt to frequent business trips and cross-time zone work

Job Description
Core Responsibilities
1. Overseas Recruitment and Placement
- Lead recruitment for overseas projects (especially Malaysia, Thailand) for engineering construction positions, including local recruitment and expatriate coordination.
- Establish overseas talent channels (local recruitment websites, agencies, school-enterprise cooperation, etc.) to quickly respond to urgent project staffing needs.
2. Overseas Human Resources System Construction
- Research and formulate employment policies, labor contracts, compensation and benefits systems, and performance appraisal plans in compliance with local laws and regulations.
- Build a full-process management system for overseas employee onboarding, training, development, and retention.
3. Compliance and Employee Relations
- Handle compliance risks for overseas employment, including visas, work permits, taxes, insurance, and prevention of labor disputes.
- Manage cross-cultural employee relations to enhance team cohesion and employee satisfaction.
4. Business Support and Consulting
- Act as an HR business partner for overseas project teams, providing human resource solutions to support the smooth progress of projects.
- Collaborate with the domestic headquarters HR department to optimize expatriate management systems and processes.
Job Requirements
1. Education and Experience
- Bachelor's degree or above, in Human Resource Management, Business Management, Law, or related majors.
- 5+ years of human resource work experience, including at least 3 years focused on overseas human resource management, with a preference for manufacturing or engineering construction industry background.
2. Regional Experience
- Practical HR experience in Southeast Asia (especially Malaysia, Thailand), familiar with local labor laws, visa policies, and employment environment.
- HR experience in Europe or the United States is a plus.
3. Core Competencies
- Excellent recruitment ability, able to meet urgent, large-scale recruitment needs for engineering construction personnel.
- Familiar with overseas HR system construction, with compliance risk control awareness and problem-solving ability.
- Excellent cross-cultural communication skills, English as a working language (proficiency in Thai, Malay, or other minority languages is a plus).
