Job Summary

The Deputy Manager of the Human Resources Department is a core management partner and strategic collaborator to the HR Manager, jointly responsible for the planning, construction, and operation of the company's human resources system. This role involves deep participation in all key departmental decisions and daily management, and full deputization of the HR Manager's authority during their absence, ensuring continuous, stable, and efficient HR operations to support business development and strategic goals.

Must Have

  • Assist in formulating and optimizing HR strategy, annual plans, and budget.
  • Participate in internal department management, including team building, task allocation, supervision, performance coaching, and cross-departmental coordination.
  • Fully deputize for the HR Manager during their absence, overseeing daily operations and approving HR processes.
  • Lead key recruitment for critical, technical, and management positions.
  • Assist in planning employee training systems and organizing important training programs.
  • Assist in improving performance management systems and conducting assessments.
  • Participate in compensation and benefits optimization and audit payroll.
  • Handle complex employee relations and prevent employment risks.
  • Ensure HR policies comply with labor laws, especially for the mining industry in Qinghai.
  • Conduct HR data analysis and support HR informatization.
  • Lead or participate in special HR projects.
  • Bachelor's degree or above in HR management or related fields.
  • 5+ years of HR management experience in medium to large enterprises, with at least 2 years at supervisor/manager level.
  • Proficient in at least two HR modules: recruitment, performance, compensation, or employee relations.
  • Ability to understand business strategy and translate it into HR action plans.
  • Strong leadership, communication, problem-solving, and risk prevention skills.
  • Adaptability to mining environment and strong stress resistance.

Good to Have

  • Hold HR Manager or Economist (HR direction) professional qualification certificates.
  • Experience in mining, energy, heavy industry, or manufacturing sectors.
  • Work and living experience in Northwest China, familiar with local labor environment and culture.

Job Description

I. Position Orientation and Core Value

This role serves as the core management partner and strategic collaborator to the Human Resources Department Manager, jointly responsible for the planning, construction, and operation of the company's human resources system. During the manager's tenure, deeply participate in all key departmental decisions and daily management; during the manager's authorization or leave, fully deputize for the department manager's authority, ensuring continuous, stable, and efficient operation of human resources work, strongly supporting the company's business development and strategic goals.

II. Job Responsibilities

1. Strategic Collaboration and Department Management:

  • Assist the department manager in formulating, implementing, and optimizing the company's human resources strategy, annual work plans, and budget.
  • Participate in internal department management, including team building, task allocation, process supervision, performance coaching, and cross-departmental coordination.
  • In cases of the Human Resources Department Manager's leave, business trip, or other authorization, fully deputize for the department manager's responsibilities, preside over daily departmental work, and approve various human resources processes and documents within the scope of authority.
  • Participate in or lead the revision, improvement, and implementation of human resources-related systems, ensuring compliance with laws, regulations, and company requirements.

2. Core Module Management (responsible for in-depth management and execution of some or all of the following modules, based on division of labor):

  • Recruitment and Staffing: Lead recruitment for key positions, professional technical talents, and management talents; optimize recruitment channels and processes to improve recruitment efficiency and quality; participate in company organizational structure optimization and talent pipeline construction.
  • Training and Development: Assist in planning employee training systems, organize the implementation of important training programs, track and evaluate training effectiveness; participate in employee career development path construction and core talent development plans.
  • Performance Management: Assist in improving the performance management system, organize the implementation of performance appraisals, conduct performance data analysis and feedback, and provide support for the application of performance results.
  • Compensation and Benefits: Participate in compensation and benefits market research, system optimization, and daily payroll calculation review and supervision, ensuring the accuracy and timeliness of compensation operations.
  • Employee Relations and Corporate Culture: Assist in handling complex employee relations matters and prevent employment risks. Participate in organizing employee activities, promote corporate culture construction, and enhance employee cohesion and dedication. Ensure human resources policies and practices comply with national and local labor laws and regulations, with particular attention to the special policy requirements of the mining industry and Qinghai region.
  • HR Data Analysis and Informatization: Responsible for regularly conducting human resources data analysis, preparing relevant reports to provide data support for management decisions; assist in promoting human resources informatization construction.

3. Special Projects and Tasks Assigned by Superiors:

  • Lead or participate in human resources-related special projects (e.g., talent inventory, employer branding, specific policy research, etc.).
  • Complete other important work tasks assigned by superiors.

III. Qualifications

1. Basic Conditions

  • Identify with the company's values and corporate culture, possess good professional ethics and dedication.
  • Age generally between 30-40 years old; can be appropriately relaxed for excellent candidates.

2. Education Background and Qualifications

  • University bachelor's degree or above, with a major in human resources management, business management, labor economics, psychology, or related fields preferred.
  • Those holding professional qualification certificates such as Human Resources Manager, Economist (Human Resources direction) are preferred.

3. Work Experience

  • Essential Experience: Possess more than 5 years of human resources management experience in medium to large enterprises, including at least 2 years of HR supervisor or manager-level management experience.
  • Preferred Experience: Experience in mining, energy, heavy industry, or manufacturing industries preferred; experience working and living in Northwest China, familiar with the local labor environment and social culture preferred; possess complete practical experience in human resources modules, mastering at least two modules among recruitment and staffing, performance management, compensation management, and employee relations; experience in independently handling complex employee relations incidents or labor disputes.

IV. Benefits and Compensation

1. Salary and Benefits: Comprehensive annual salary = monthly salary + year-end bonus + various subsidies + overtime pay (Comprehensive annual salary 260,000+ CNY)

  • Monthly salary is 16,000 CNY/month, target year-end bonus is three times the monthly salary, subsidies include: heating subsidy 4,200 CNY/year, plateau subsidy 25 CNY/day, phone bill subsidy 260 CNY/month, vacation subsidy 175 CNY+/month, birthday gift 500 CNY/year, etc.

2. Benefits: Regular annual health check-ups, quarterly distribution of living supplies worth 150 CNY, wedding/funeral/child's college entrance exam subsidies, and other union benefits.

3. Work and Vacation: Eight-hour work system, comprehensive working hour system, following a 2:1 work/vacation model, meaning 2 days of work accumulates 1 day of leave, accumulated work and accumulated leave. Commuter shuttle service is provided between the mining area and Delingha during vacation.
