Job Summary

Lead and coordinate the preparation of technical and economic proposals for complex national and international tenders. This involves projects in telecommunications, software, video, and related technologies for both governmental (B2G) and private sector (B2B) clients like mining and oil & gas. Responsibilities include driving agreements, reviewing RFPs, assembling bid teams, managing reviews, and leading post-submission activities to secure contracts.

Must Have

  • Lead and coordinate technical and economic proposals for national and international tenders

  • Review and respond to Customer/Tender RFPs
  • Organize and lead bid teams and review meetings

  • Proficiency in public and private procurement regulations
  • Ability to interpret complex tender documents and structure competitive offers
  • Minimum 3 years of experience in B2B and B2G tender management
  • Advanced English proficiency (written and oral)

  • Drive Non-Disclosure Agreement
  • Drive/Draft Teaming Agreement
  • Review Customer/Tender RFP
  • Compile/Submit Bid Clarifications
  • Attend Tender Briefing with Sales
  • Drive Resource Assignment and Assemble Bid Team
  • Organize Kick-Off Meeting
  • Prepare Bid Action Plan
  • Determine Proposal Table of Contents
  • Attend Bid Clarification Meetings
  • Drive RFQ for Third Party Quote (with Procurement)
  • Work with Legal on Compliance Response for Commercial T&Cs and Drive STAMP Approval if required
  • Work with Finance on Compliance Response for Financial T&Cs and Risks Assessment
  • Organize Technical Review (System Engineer, SI/Service Planner, Procurement)
  • Organize Commercial Review (B&Q, Legal, Finance)
  • Organize Bid/Management Review
  • Drive EBCR Slides Deck Preparation and Apttus Approval
  • Drive PoA/DoA for signatory, Notarisation and Certification as required by RFP
  • Lead Post Bid Submission Activities (Q&As, TCQs, Bid Presentation, etc)
  • Review/Scrub Prime Proposal Content
  • Negotiation Contract with Prime and/or Customer (with Account Manager)
  • Organize CSA/Contract Signing
  • Conduct Project Hand-over Briefing and Handover Bid Documents to SI Team
  • Conduct Post Mortem (with Account Manager)
  • Support Pre-Bid Activities (such as Budgetary Proposal, Specs Positioning, etc)
  • Manage Proposal/Response for RFI and Pre-Qualification

Basic Requirements

Objective:

To lead and coordinate the preparation of technical and economic proposals for complex national and international tenders. This includes projects involving telecommunications, software, video, and other related technologies for both governmental clients (B2G) and private sectors such as mining and oil & gas (B2B).

Essential Requirements:

  • Education: Graduated Engineer in Telecommunications, Systems, or related field.
  • Experience: Minimum of 3 years of demonstrable experience in B2B and B2G tender management, with a focus on technology solutions and systems integration. (General experience: +5 years).
  • Specific Knowledge: Proficiency in public procurement regulations and private sector procurement processes; ability to interpret complex tender documents (pliegos) and structure competitive offers.
  • Skills: Excellent project management skills, attention to detail, leadership of multidisciplinary teams, and advanced English proficiency (written and oral level +Upper Intermediate / +B2).
