This role is for a Senior Program Manager III at CAE Defense & Security, focusing on revolutionizing training and critical operations for military customers. Must have:
  • Direct all phases of program from requirements analysis to product delivery and closeout.
  • Support program bid and proposal activities.
  • Develop and implement plans and schedules for contracts/subcontracts.
  • Allocate and control contract budgets for labor, material, travel, and purchased services.
  • Develop and maintain program integrated master schedule.
  • Establish and monitor adherence to program master plans and schedules.
  • Identify, assess, monitor, and mitigate program risks throughout the life cycle.
  • Maintain program financial forecasts and report progress to financial objectives.
  • Serve as primary interface with the customer on all matters involving contract execution.
  • Clearly communicate program status, issues, risks, opportunities, and plans to internal senior management.
  • Ensure coordination across multiple programs and/or projects.
  • Bachelor's degree.
  • CAM-Control Account Manager trained & certified.
  • Minimum 10 years program management related experience.
  • Experience with earned value cost accounting and reporting.
  • Experience with metrics for assessing and reporting program progress, productivity, and variance analysis.
  • Ability to coordinate and work with cross-functional teams.
  • Strong communication skills.
  • Proficiency in Microsoft Office Suite, including PowerPoint.
  • Eligibility for DoD Personal Security Clearance.
  • Must be a U.S. citizen due to U.S. Government contract requirements.
Good to have:
  • Master's Degree preferred.
  • PMI Certification preferred.
  • Successful track record in managing $100M portfolio of complex aerospace/defense programs.
  • Active Secret security clearance preferred.

Summary

This position is responsible for overall program performance including schedule performance, cost performance, and customer affinity by executing the following duties.

Essential Duties and Responsibilities

  • Direct all phases of the program from requirements analysis, initial planning through all phases to successful product delivery and assure a timely closeout of completed programs to ensure that all obligations are satisfied, and program documentation is properly recorded
  • Support program bid and proposal activities. Ensure that requirements of the request for proposal are met in the preparation and documentation of bids and proposals
  • Actively seek new business and growth opportunities in coordination with business development
  • Develop and implement plans and schedules to execute contracts/subcontracts. Allocate and control contract budgets for labor, material, travel, and purchased services. Report program status to senior management monthly
  • Development and maintenance of the program integrated master schedule to include the internal and external milestones and phases as established by the respective program teams
  • Establish and monitor adherence to program master plans and schedules, identify program problems, obtain solutions, direct allocation of resources
  • Develop and implement corrective action plans when deviations from budgets and/or schedule are evident. Seek senior management assistance in resolving schedule and budget problems as they arise
  • Formally identify, assess, monitor, and mitigate risk throughout the program life cycle. Obtain management approval prior to making decisions that will cause deterioration of established program, cost, and schedule objectives
  • Maintain program financial forecasts, report progress to financial objectives
  • Serve as primary the primary interface with the customer on all matters involving contract execution. Coordinate with other departments on resolution of contractual problems with customer. Coordinate with contracts manager on issues pertaining to contract requirements, changes, and interpretations
  • Ability to clearly communicate program status, issues, risks, opportunities and plans to internal senior management
  • Ensure coordination across multiple programs and/or projects and with other product line leads

Qualifications and Education Requirements

  • Bachelor's degree, Masters Degree preferred
  • CAM-Control Account Manager trained & certified
  • PMI Certification preferred
  • Minimum 10 years program management related experience
  • Successful track record in managing $100M portfolio of complex aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization (officer or Sr. enlisted) preferred
  • Must be a dynamic and energetic leader that involves other team members in the decision making and change process
  • Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity, and variance analysis
  • The position requires coordinating and working with cross-functional teams
  • Strong communication skills to advise team members and senior management on status and/or actions
  • Microsoft Office Suite skills, including PowerPoint
  • Active Secret security clearance preferred, Secret clearance issuance within a reasonable time after commencement of employment is required – DoD
  • High-energy and self-driven individual that can “make things happen” without a large support organization to depend on daily and knows how to manage his/her time wisely
  • A personality style that is team oriented and has the success of the customer, program, organization, and business as his/her main objective

Security Responsibilities

Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

Work Environment

  • Ability to travel extensively, nationally and internationally, for extended periods of time.

  • Work will require activities to be performed in a simulator computer lab periodically
