Job Summary
The Bulk Grain Purchasing Manager is responsible for developing and executing grain procurement strategies, including planning, budgeting, and market analysis. This role involves developing and managing supplier relationships, negotiating contracts, and overseeing the entire procurement process from order placement to delivery. Key responsibilities include coordinating on-site operations and resolving any issues that arise during procurement.

Job Description
Job Responsibilities
1. Procurement Strategy and Plan Formulation
- Based on the company's production plan, inventory status, and market conditions, formulate annual, quarterly, and monthly grain procurement plans and budgets.
- Analyze the supply and demand, price trends, and policy changes in the grain market (such as corn, wheat, soybeans, rice), and formulate and execute corresponding procurement strategies (e.g., buying on dips, staggered positions).
- Develop and evaluate various procurement channels and modes (e.g., direct sourcing from production areas, port procurement, national grain reserve auctions, imported grains).
2. Supplier Development and Management
- Supplier Development: Responsible for finding, evaluating, and developing new grain suppliers, including large farms, grain cooperatives, traders, national grain reserve depots, etc., to establish and enrich the supplier resource pool.
- Supplier Management: Establish and maintain long-term strategic cooperative relationships with core suppliers. Regularly conduct performance evaluations of existing suppliers (quality, price, delivery time, service, etc.), and implement hierarchical management.
- Negotiation and Contracts: Preside over commercial negotiations with suppliers, reach agreements on procurement prices, quantities, delivery methods, payment terms, etc., and be responsible for the drafting, review, and signing of procurement contracts.
3. Procurement Execution and Order Management
- Issue procurement orders according to the procurement plan and track the execution of orders throughout the process.
- Coordinate and arrange on-site operations such as grain sampling, inspection, weighing, loading, and unloading.
- Follow up on logistics and transportation arrangements to ensure goods arrive at the designated warehouse or factory on time and safely.
- Handle emergencies during the procurement process, such as quality issues, quantity discrepancies, and delivery delays.
