The Alaska Department of Fish and Game, Division of Administrative Services is recruiting for an Analyst/Programmer 5 located in Juneau!

What you will be doing:
The Division of Administrative Services is seeking an innovative and resourceful application developer to lead of our software development team. Our team builds and maintains applications that support eCommerce, budgeting, and timekeeping for the Alaska Department Fish and Game.

Duties include:
  • Reviewing business requirements, planning and estimating development work
  • Leading software development efforts using the .Net stack
  • Mentoring junior level programmers and reviewing their work product
  • Managing development builds in test and production environments
  • Helping our department chose and implement new tools and technologies

We work in a highly collaborative environment with daily meetings with our stakeholders that help us confirm acceptance criteria and business requirements. We also have multiple teams of end users to help test and enhance our software products.

The working conditions you can expect:
Our offices are located on the Juneau waterfront with easy access to cafes, shops and scenic walks. We have access to modern equipment and offices.

This position can be performed remotely, within the Juneau area, with daily check-ins with our team. Our team meets frequently to review process on work items and resolve any potential blockers.

Who we are looking for:
We are looking for a candidate with the following knowledge, skills, and abilities:
  • Demonstrated ability to lead a software development team. Experience coaching and mentoring subordinate staff members; demonstrated ability to train programmers in best practice approaches to application and database development.
  • Ability to communicate effectively with a variety of audiences both technical and non-technical.
  • Experience with technical project management including gathering business requirements, defining scope and providing estimates of work. Experience managing code repositories and managing deployments to test, and production environments.
  • Professional experience with relational database systems; professional experience with object-oriented programming languages for both desktop and web applications.
  • Demonstrated ability to work both independently and as part of a team; demonstrated ability to successfully and consistently follow schedules, set goals, meet deadlines, and accomplish objectives.

Minimum Qualifications

Six years of computer programming experience, of which, at least two years were at the project leader or systems design level. This is equivalent to an Analyst/Programmer 4 with the State of Alaska. Two years of experience must have been in a business application, scientific application, microcomputer or computer information management support specialty. The specialized experience may be gained concurrently.

Substitution:

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience in a specialty area. There is no substitute for the systems analysis and design or project leadership experience.

Special Note:

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.

For some positions in these job classes, a background investigation including fingerprinting is required.
