This dynamic role leads the proposal development process for the Strategic Growth/Business Development team, driving success from pre-proposal preparation to final delivery. You'll be the go-to expert, managing client communications, ensuring seamless collaboration, and guiding the proposal team to create compelling, compliant responses.
Key responsibilities include optimizing the proposal process, overseeing the proposal schedule, and managing SharePoint for streamlined collaboration. Lead proposal development activities in support of the Business Development (BD) team, including all aspects of pre-proposal preparation and proposal management for requests for proposals, requests for quote, requests for information, and other responses.

Identify, refine, and manage general proposal development process improvements in collaboration with the Business Development Operations Director.
- Lead proposal management and development activities in proposal phase of the business development life cycle.

Serve as primary point of content for client and proposal team (including subcontractors/teammates) during the proposal development phase; manage data call requests and client communications.

Ensures full proposal team coverage for roles and guides team member’s completion of roles and responsibilities; coordinate with leadership team to identify and address gaps.

Manage SharePoint collaboration environment in proposal development phase, including access requests, folder structure, documentation, and permissions.

Manage proposal development schedule and key milestones (e.g., proposal planning meetings, kick off meetings, content/outline planning, reviews, final approvals, one voicing, copy editing, and final delivery.

Create and manage the quality and integrity of all proposal development guidance documents and frameworks such as templates, outlines, content plans, cross-reference matrixes, and compliance matrixes to ensure compliant and compelling proposal response development.

Manage and guide logistics for all work streams (e.g. technical, management, staffing, pricing, design, editing, reviews, final production) to ensure successful proposal development.

Guide compilation, development, improvement, and edit of high-quality, compliant, and compelling BD content with proposal team, ensuring final products are clear, concise, and responsive to all client requirements.

Write and improve BD content for proposal sections as required, and augment and edit sections written by assigned writers or subject matter experts.

Participate in and provide input for capture development activities such as strategies, solutions, and winning themes in support of BD initiatives to win business.

Provide training and mentoring to proposal writers, coordinators, and other proposal team members to ensure clear roles and responsibilities, process implementation, and other guidance based on current skill set or experience.

Perform final production, including quality checks, desktop publishing, branding checks, and editing adjudication to ensure proposal documents are properly formatted, easy to read, and visually appealing.

Manage final proposal approvals, quality control, and delivery.

Conduct follow up on proposal award status or additional post-proposal activities.

Conduct retrospectives and lessons learned to capture process improvements.

Maintain knowledge management record for opportunity documentation and files.

Education: Bachelor’s degree in Business Administration, Marketing, English, or a related field.

Experience: Minimum of 5 years of experience in business development or related fields.
