World Relief is implementing a title II food assistance program in partnership with Catholic Relief Service (CRS) in West and Central Darfur states of Sudan. The Title II Program Manager will provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of the USAID/BHA Project. S/he will offer overall strategic direction in recruitment, team set up, implementation, management, and quality assurance of the project. The role involves overseeing a team of technical staff and support staff, preparing reports and annual operating plans, aligning project initiatives with in-country priorities, and ensuring compliance with USAID/BHA regulations. The position is based in Darfur, with frequent field travel to program intervention areas.  The Title II Program Manager will be a member of the World Relief Sudan management team and will act as the primary point of contact with USAID/BHA and CRS (lead partner) Sudan for day-to-day implementation and management matters related to the award contract. S/he will also serve as the key liaison with USAID/BHA, CRS, government counterparts, and local partners. Non-accompanied position.

Role & Responsibilities

    • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.
    • Provide leadership and strategic direction to ensure the programmatic and financial integrity of the food aid program 
    • Manage the project’s operational, financial, and day-to-day administrative priorities.
    • Lead the replanning and budgeting processes.
    • Approve project cash flow, detailed implementation plans, and the annual WR planning process, subject to Sudan Response Director approval.
    • Ensure compliance with USAID/BHA operational policies and regulations, and that project deliverables meet the project ITT.
    • Develop and maintain strong working relationships with USAID, implementing partner, UN agencies, and line ministries to maximize resource use and avoid duplication of effort.
    • Review financial and logistical information periodically to ensure resources for project implementation are available, and work with finance and project staff to develop and track budgets, ensuring the project is implemented within budget and on time.
    • Ensure budget projections, spending, and reporting comply with donor and WR requirements, and coordinate programmatic and budget revisions.
    • Regularly review the Budget Variance Report (BVR) and take action as necessary, informing WR leadership of urgent matters requiring decisions.
    • Mentor, support, supervise, and manage a team of highly qualified staff, ensuring their efforts align with timely project execution.
    • Collaborate with the Monitoring and Evaluation (M&E) team to develop strong M&E frameworks for effective data tracking and quality assurance.
    • Ensure staff have annual performance plans and conduct performance evaluations.
    • Participate in the recruitment of project personnel and provide appropriate onboarding.
    • Ensure field activities adhere to World Relief’s monitoring and evaluation system and donor requirements.
    • Work closely with World Relief’s security management to ensure the safety and security of field teams, including disseminating appropriate security information and adhering to staff safety guidelines.
    • Travel extensively to field sites (approximately 25% of the time) to supervise project progress.
    • Compile and submit project reports, including monthly, semi-annual, and annual reports, to the Programs Director and Program Officer for review before submission to the donor.
    • In addition, WRS submits the following reports, including Commodity Status Report (CSR), Recipient Status Report (RSR, Loss Status Report (LSR), Damage and Misused Commodity Report (DMCR). Commodity Receipt Report (CRR).
    • Prepare and analyze the food commodity pipeline and submit to the SUDAN RESPONSE DIRECTOR.
    • Jointly with commodity operations manager, establish system and procedures of entire supply chain management the WR Sudan cross-border title II food assistance management. 
    • Jointly with commodity operations manager, establish a performance monitoring system for service providers, such as the transporter, the labor contractor, the clearing and forwarding agent, and surveyor.
    • Produce various publications related to the project and compile project lessons learned.
    • Establish strong working relationship with other department including sector advisors, risk and compliance director, Program Design and Quality assurance, finance and logistics. 
    • Regularly monitor project risks and regularly update the leadership. 
    • Represent WRS in meetings, forums, working groups, government sector offices, events, processes, etc. as required by the program and advised by the Sudan Response Director

Knowledge, Skills, & Abilities

    • Successful track record of leading USAID or other US Government-funded projects preferred
    • Arabic or French language ability is preferred
    • Experience overseeing and preparing project start-ups, particularly in complex environments
    • Extensive experience in food aid programing and commodity management 
    • Proven experience managing teams in complex environments, with experience managing teams remotely.
    • Excellent management and leadership skills: experience working in a supervisory position with a team structure in a multi-national, multi-disciplined, multi-cultural environment and building good and healthy working relations and environment/s.
    • Excellent interpersonal and written and oral presentation skills.
    • Demonstrated experience adapting project implementation and activities to achieve objectives and targets as needed.

WORK ENVIRONMENT: 
 
·         General office setting. World Relief also offers hybrid and remote schedules for limited positions.
·         Great lengths of time working on computer, reading from computer screen, entering information, standing at copier or fax machine, and some time on the phone or in virtual meetings may be required.
·         Year-end archiving activities involve repeated lifting and bending.
