The Civil Inspector is the authorized representative of the company and is responsible for ensuring that the civil component of the project or activity complies with all company regulations, policies, and specifications.
Roles and responsibilities:
- Using the power to stop work, they will immediately cease work activities and inform the contractor's supervision of dangerous conditions and/or acts, ensuring all site personnel are aware of their obligation to do so as well.
- Ensure the contractor implements their project-specific safety plan (P/SSSP).
- Review and understand the contractor's safe work practices and job hazard analysis for the work they are responsible for supervising, and hold the contractor accountable for performing work in accordance with procedures. This includes participating in daily tailgate meetings and field hazard assessments.
- Supervise civil inspection activities to ensure compliance (e.g., drawings, specifications, codes, standards, regulations, quality plan, or contractor's site-specific contract).
- Ensure that PTIs are completed as work progresses and that relevant documentation is reviewed and accepted by TC Energy.
- Work with the contractor to ensure that stakeholder and local community commitments within their scope are followed and implemented.
- Ensure the contractor implements their site-specific environmental plan.
- Create and foster a positive work environment and a proactive/mature safety culture with inspection personnel.
- Verify compliance with all aspects of the TES-CT-EXC-GLE excavation specification (CAN-US-MEX) when a prime contractor is awarded.
- Verify compliance with all aspects of the excavation process (CAN-US-MEX) when TC Energy is active in controlling scopes.
- Verify the qualification and certification of operators according to the TES-CT-EXC-GLE excavation specification (CAN-US-MEX) and the excavation process (CAN-US-MEX).
- Achieve successful project execution and all desired results/deliverables.
- Monitor construction and, if necessary, influence corrective actions with the contractor or inspection personnel.
- Resolve construction non-compliance issues.
- Provide leadership, expertise, and advice during civil engineering works.
- Manage records associated with construction documentation.
- Ensure design deviations are properly highlighted and drawings are sent to the project manager and construction manager for building layout and to meet relevant RFI/MOC process requirements.
- Identify opportunities for innovation and value creation related to construction.
- Participation in lessons learned and close-out meetings.
- Perform site safety and quality visits and note any anomalies.
- Interface with contractor personnel to ensure codes, standards, and design are respected. Identify and report construction non-compliance issues. Complete daily inspection reports in accordance with applicable company inspection standards.
Qualifications
--------------
Must have:
- 3+ years of experience as a Civil Inspector
- Very strong knowledge and experience of industry processes and procedures
- API 1169 certified
- API 1184 certified
- Experience in oil and gas pipelines and industrial facilities
Advantage:
- Red Seal trade in the relevant field
- Civil engineering degree or diploma, technician or technologist
