The CFO will work closely with local finance teams, auditors, regulators and leadership to maintain the financial integrity and support the company's growth in this market. This includes leading financial reporting, ensuring regulatory compliance, overseeing audits, managing budgeting and forecasting, driving process improvements, and engaging strategically with stakeholders. The CFO will also lead and mentor a high-performing team.

We offer merchants an end-to-end payments solution that provides authorization and settlement capabilities, as well as instant access to funds and payouts. We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

Job Summary:

PayPal's primary legal entity in Europe is PayPal (Europe) S.à.r.l. et Cie, S.C.A. ("PPEU"), a credit institution authorised and supervised by the Luxembourg regulator, Commission de Surveillance du Secteur Financier (“CSSF”). The legal entity allows PayPal to offer payment services across Europe on a passported basis.



The PPEU Chief Financial Officer (CFO) is responsible for ensuring accurate, timely, and compliant financial reporting across all of the PayPal legal entities in the EU. The CFO will work closely with local finance teams, auditors, regulators and leadership to maintain the financial integrity and support the company's growth in this market. The CFO will be required to oversee the EU Controllership Finance Team and foster a high-performing culture within the team.

Job Description:

Deliverables and key activities 

Financial Oversight and Responsibilities 

  • Lead financial reporting and monthly close processes for EU-based subsidiaries, ensuring alignment with local GAAP, IFRS and group policies 

  • Ensure regulatory reporting requirements are met for regulated entities across the EU, in coordination with Compliance and Legal 

  • Oversee the statutory audit process for each EU entity, liaising with external auditors and tax advisors 

  • Manage the legal entity budgeting, forecasting and planning activities in collaboration with business unit heads 

  • Drive process improvements and internal controls across EU finance operations to support scalability and compliance. 

  • Ensures outsourced services level agreements (SLA) are measured, reported and managed and in line with PPEU's Outsourcing Management framework, Entity Service Owner (ESO) having ultimate ownership and oversight over the following outsourced business activities - FBO Accounting, Global Accounting and Payroll, Tax Support, Treasury and Regulatory Reporting. 

Strategic and Regulatory Engagement 

  • Partner with Treasury, Tax, Risk and Product teams to assess the financial impact of new product launches, expansion strategies and regulatory changes. 

  • Support strategic initiatives including mergers, restructuring and system implementations within the region 

  • Supports the PPEU CEO to drive optimal usage of quarterly and annual PPEU budget. 

  • Jointly with the CEO, the COO and the CCO, lead the regulatory relationship with the CSSF and other relevant regulatory bodies on all financial matters 

  • Participates in the management of PPEU as a member of the Authorised Management and part of the 4 eyes control principle. The CFO is the Authrised Manger resposible for Controllership / Accounting, Regulatory Reporting, Treasury and Finance Systems. 

  • Voting member of PPEU's Operations, Compliance and Risk Committee 

  • Voting member of PPEU's Credit Risk Committee 

  • Member of the PPEU wider Leadership Team 

Team Leadership & Management  

  • Build, lead and mentor a high-performing team of finance professionals, ensuring clear objectives, development plans and performance management 

  • Promote a culture of accountability, continuous improvement and regulatory excellence across the finance function 

  • Foster collaboration across finance, risk, compliance and operational functions to ensure alignment with business goals 

  • Act as a senior leader in the finance organization, contributing to broader leadership discussions and cross functional initiatives.
