AECOM is seeking an experienced Disaster Resilience Deputy for Readiness Logistics. This role involves leading contingency staffing and sourcing strategic partnerships to support AECOM’s global emergency and disaster-related projects. The primary objective is to ensure ready-state operations for rapid deployment of resources to Federal, State, and Local clients responding to natural or man-made disasters. The Deputy will identify, track, and coordinate resources, personnel, and vendors. Responsibilities include maintaining the AECOM Readiness Roster, leading the preparation and deployment of rapid response teams, managing the vendor network, sourcing personnel and vendors worldwide, managing support for major project efforts, identifying operational risks, optimizing logistical support, writing professional documents, supporting strategy development, exercising discretion in operational decisions, coordinating program policy updates, establishing standard operating procedures, monitoring and reporting project progress, providing support and direction to deployed team members, offering training and technical support, providing consultation, monitoring disaster events, and issuing situation reports.
Must have:
  • BA/BS + 8 years of experience in disaster logistics/deployment or personnel management.
  • Experience creating deployment packages and staffing project teams.
  • Ability to deploy to remote locations for short-term assignments.
  • US citizenship required for federal projects.
Good to have:
  • 10+ years of experience with 5+ years managing personnel sourcing/vendor networks.
  • Experience managing disaster-related logistics at federal, state, or local government level.
  • Ability to create and manage personnel/vendor network databases.
  • Strong interpersonal and relationship management skills.
  • Familiarity with National Incident Management System (NIMS).
  • Working knowledge of Incident Command System (ICS).
  • Expertise in contingency logistics.
  • Ability to pivot between numerous events while maintaining clear communications.
  • Excellent written and verbal communication skills.
  • Familiarity with Project Financials and Controls.
  • Database management experience.
  • Ability to coordinate with internal and external stakeholders.

Job Description

AECOM is seeking an experienced Disaster Resilience Deputy for Readiness Logistics who will lead contingency staffing and sourcing of strategic partnerships to support AECOM’s emergency & disaster related projects worldwide. The main objective of this role is to provide ready-state operations to support a rapid and efficient deployment of resources to Federal, State and Local clients in response to natural or man-made disasters or emergencies.

The Deputy for Readiness Logistics will identify, track, and coordinate resources, personnel and vendors/subcontractors associated with Disaster Resilience programs and projects. When appropriate for the scale and complexity of operations, the incumbent will deploy to provide on-site sourcing and coordination of deployed project staff and equipment and will source and coordinate project vendors. The Deputy for Readiness Logistics will be expected to have a complete understanding of all applicable human resources, travel and AECOM project compliance policies, as well as disaster response and recovery expertise. The Deputy for Readiness Logistics will be expected to prioritize vendor functions, recruit vendors into AECOM’s vendor network and maintain these relationships through all phases of the disaster life cycle.

This will be a remote work schedule position, with some travel required for short-term response & recovery project assignments. This role can be based anywhere in the US. 

Responsibilities will include, but not be limited to:

  • Maintain AECOM’s voluntary deployment Readiness Roster. Lead outreach to intake new volunteers, oversee data validation at regular intervals, track qualifications and adjust the database as new requirements are received from the Business Lines or DRS leadership.
  • Lead the preparation and deployment of an AECOM rapid response and recovery team. Verify qualifications and assist business lines staff rapid response project teams on short notice.
  • Maintain the DRS Vendor Network. Lead outreach, intake and relationship maintenance for vendors and subcontractors for short notice mobilizations. Collaborate with the broader AECOM enterprise to create vendor response plans tailored to a variety of disaster response scenarios.
  • Source personnel and vendors for short notice projects worldwide.
  • Manage support for simultaneous major project efforts, requiring complex coordination across multiple business lines, systems and processes.
  • Identify operational risks that may impede client response or project implementation
  • Optimize logistical support to ensure cost effectiveness. Specifically oversee and maintain supply chain inventory and records and collaborate with vendors to ensure all operations (e.g. shipping, delivery) meet quality and safety standards
  • Write and edit professional documents including after action reports, presentations, strategy plans, and exercise plans.
  • Support strategy development, proposal preparation, and execution of disaster recovery projects.
  • Exercise discretion and independent judgment for operational decisions.
  • Coordinate program policy updates with clients, partners and project staff.
  • Establish and update standard operating procedures.
  • Monitor and report progress of assigned projects and tasks.
  • Track project deliverables using appropriate tools and provide reporting to the project/program manager and DRS leadership.
  • Provide support and direction to deployed team members.
  • Provide training and technical support to project staff.
  • Provide consultation and expert advice to management.
  • Monitor disaster events and issue periodic situation reports
  • Other duties as required.

Qualifications

Minimum Requirements:

  • BA/BS + 8 years of relevant experience managing disaster-related logistics / deployment /activation or personnel at the federal, state, or local government level with experience creating deployment packages and staffing project teams or a demonstrated equivalency of experience and/or education.
  • Must have the ability to deploy to remote locations for short-term project assignments on occasion.
  • US citizenship is required in order to work on federal projects. 

Preferred Qualifications:

  • 10+ years of experience with 5+ years managing personnel sourcing, vendor/subcontractor networks and/or equivalent functions. 
  • 5+ years cumulative experience managing disaster-related logistics / deployment /activation or personnel at the federal, state, or local government level with experience creating deployment packages and staffing project teams. 
  • Ability to create, customize and manage personnel and vendor network databases.
  • Strong interpersonal and relationship management skills.
  • Familiarity with the National Incident Management System (NIMS) frameworks, protocols and systems.
  • Working knowledge of the Incident Command System (ICS).
  • Expertise in contingency logistics.
  • Ability to quickly and effectively pivot between numerous simultaneous events while maintaining clear communications with internal and external partners and tracking deadlines across portfolio of active projects. 
  • Excellent written and verbal communication skills.
  • Familiarity with Project Financials and Controls.
  • Database management experience
  • Ability to coordinate with internal and external stakeholders to share information, make decisions, and/or implement effective solutions.
  • Ability to analyze, understand, and apply complex and/or technical materials such as directives, regulations, policies, Code of Federal Regulations, etc.
  • Advanced time management skills which utilize high-level strategies that aid staff in managing time, productivity, and effectiveness.
