This Senior Technical Program Manager role at Microsoft's SCHIE focuses on building internal tools to enhance efficiency and scalability. The position requires collaborating with various engineering teams to understand their needs for data analytics, AI/ML applications, and internal tools. Responsibilities include analyzing business and technical requirements, overseeing technical projects, defining technical strategies and product roadmaps, collaborating with technical teams, acting as a liaison between stakeholders and development teams, managing project schedules, conducting demos, and defining success criteria for complex projects. The ideal candidate will possess strong communication, negotiation, and stakeholder management skills, along with experience in Agile frameworks and data analysis.

Microsoft Silicon Cloud Hardware Infrastructure Engineering (SCHIE) is the team behind Microsoft’s expanding Cloud Infrastructure and responsible for powering Microsoft’s “Intelligent Cloud” mission. SCHIE delivers the core infrastructure and foundational technologies for Microsoft's over 200 online businesses including Bing, MSN, Office 365, Xbox Live, Skype, OneDrive and the Microsoft Azure platform globally with our server and data center infrastructure, security and compliance, operations, globalization, and manageability solutions. To achieve this goal, we are hiring a customer-focused, technically proficient Senior Technical Program Manager to build internal tools within SCHIE organization to drive efficiency and scalability. You should be passionate about engaging closely with our internal customers and engineering teams, understanding their needs, prioritizing, and translating this into a clear product roadmap.

 

You will partner closely with other Technical Program Managers and peer engineering teams to drive vision and deliver to our internal customer needs, including system performance, efficiency, scale, and functionality. Your ability to communicate clearly, collaborate across teams, drive for results, and influence without authority will be critical tools in delivering great results amidst complex, ever-changing requirements from the organization.

Qualifications

Requied Qualifications:

  • Bachelor’s degree in computer science, Engineering, Mathematics, Information Systems, a related field AND 4+ years’ experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 2+ years’ experience managing cross-functional and/or cross-team projects.

Other Qualifications:

  • Security Clearance Requirements: Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:  
    • The successful candidate must have an active U.S. Government Top Secret Clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) with Polygraph. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate U.S. Government clearance and/or customer screening requirements may result in employment action up to and including termination.
    • Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.
    • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. 
  • Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance

 

Preferred Qualifications:

 

  • Bachelor's Degree AND 8+ years’ experience in engineering, product/technical program management, data analysis, or product development or equivalent experience.
  • Master’s degree in computer science, Engineering, Mathematics, Information Systems, AND 6+ year(s) experience in engineering, product/technical program management, data analysis, or product development or equivalent experience.
  • 8+ years’ experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos).
  • Has a basic understanding of the Hardware (Silicon+System) milestones, deliverables and interdependencies for establishing an accurate and effective business and technical requirements. 
  • A proven record of unblocking teams by demonstrating creative thinking to drive solutions for complex problems.
  • Exceptional communication, negotiation, and stakeholder management capabilities.
  • Preferred certifications include PMP, ScrumMaster, or Product Owner.
  • Demonstrated success in executing software or web development projects utilizing Agile frameworks.
  • Effective organization and analysis of data to derive insights.

 

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $117,200 - $229,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $153,600 - $250,200 per year.

Responsibilities

  • The position entails collaborating with Silicon, Firmware, System and Software Engineering teams at SCHIE to comprehend their requirements for data analytics, AI/ML applications, and internal tools, with a focus on enhancing daily operations efficiency and scalability.
  • Conduct thorough analysis of business and technical requirements, collaborating with stakeholders to prioritize and align with project goals.
  • Oversee the technical projects, capabilities enablement progress, and deliverable plans, in multiple technical domains to make sure the team is converging on their strategic objectives.
  • Working alongside the Software engineering team, you will be responsible for defining the technical strategy and product roadmap for internal customers.
  • Collaborate closely with technical teams to identify technical gaps and propose, evaluate innovative solutions to drive our technical requirements towards improving the overall strategic goals of SCHIE Organization.
  • Act as a liaison for clarifying requirements and facilitating communication between stakeholders and development teams.
  • Coordinate end-to-end project schedules, including semester plans, milestones, timelines, and releases, ensuring adherence to established processes.
  • Organize and conduct regular demos to gather feedback and incorporate it into product iterations.
  • Interact with business users to triage, prioritize, and address feedback within your domain.
  • Define success criteria and foster relationships for implementing features in complex cross-functional projects, ensuring alignment across organizations.
