Position Description
Redhorse Corporation is actively seeking an Artificial Intelligence (AI) Enterprise Resource Manager/Acquisition Subject Matter Expert (SME) to join the Algorithmic Warfare Cross Functional Team (AWCFT) to bring increased budget management and technology investment management capability to the Defense Intelligence Enterprise (DIE), primarily in support of DIE’s goal for the rapid acquisition or development of computer vision algorithms capable of performing a number of automated tasks, from concept initiation to specialized modification to deployment in the operational theater. The AI Enterprise Resource Manager/Acquisition SME will be a high performing individual who desires to work on the cutting edge of AI and deep learning and make a transformational difference to the DIE. The AI Enterprise Resource Manager/Acquisition SME will be experienced operating within fast-paced, challenging, multi-faceted projects that include diverse teams of performers, including technical, financial, analytical, and managerial background.
Tasks, duties, and responsibilities include, but are not limited to:
Translating acquisition program requirements into properly priced budget submissions to support USG POM/PB decisions;
Reviewing and/or editing justification statement for request for multi-year and no-year appropriations;
Presenting acquisition program budget estimates to the program manager and deputy program manager;
Providing expert fiscal life-cycle advice to program and financial management officials of the employing agency;
Developing and/or editing spend plans by consulting with program manager and deputy program manager to support program schedule and established targets;
Recommending effective and efficient means of using program funds
Interpreting and consulting with the program manager and deputy program manager on acquisition Fiscal/Appropriation laws, policies and directives as they align with the acquisition strategy;
Aligning program requirements with finding and using performance indicators (e.g., Earned Value Management (EVM)) to align with budget controls, and cost estimations data to facilitate tradeoff decisions by the program manager and deputy program manager;
Analyzing and evaluating (on a quantities and qualitative basis) the effectiveness of line program operations in meeting established goals and objectives;
Preparing and reviewing all program documentation to ensure financial information correlates with program objectives;
Anticipating and/or identifying financial issues and their program implication and recommend adjustment and/or corrective actions based upon each particular acquisition phase and learned best practice;
Analyzing new or proposed legislation or regulations to determine impact on acquisition programs; and
Performing other related tasks, as requested, or assigned.
Basic Minimum Requirements for Skills, Experience, Education and Credentials include:
US citizenship with an active Department of Defense (DoD) Top Secret (TS) security clearance and a current access to Sensitive Compartmented Information (SCI) (TS/SCI) is required. Applicants who are not US Citizens and who do not have a current and active TS/SCI security clearance will not be considered for this role.
Ability to obtain a counterintelligence (CI) polygraph (Poly) is required.
A Master’s Degree from an accredited college or university in Business Administration, Finance, Accounting, STEM or computer science/engineering and a minimum of five (5) years of experience in any combination of military/government/civilian, or contractor experience with Government or DoD are required.
A Bachelor’s Degree from an accredited college or university in Business Administration, Finance, Accounting, STEM or computer science/engineering, with a minimum of eight (8) years of experience in any combination of military/government/civilian, or contractor experience with Government or DoD may be substituted for the Master’s Degree and five (5) years of experience.
Enterprise-wide knowledge in one or more designated functional or domain areas of joint PED, Army PED, AF PED, Navy PED, Marine PED, information assurance, artificial intelligence work, engineering and integration, acquisition lifecycle and management, is highly desired.
