Job Description

The Safety Basis Analyst will support the implementation of safety regulations at nuclear and hazardous facilities. The role involves performing safety basis calculations, reviewing safety documents, conducting hazard analysis, and proposing safety controls. Responsibilities also include data analysis, technical support, and collaboration with engineers and scientists. At the higher level, responsibilities include preparing documents, providing technical input, and representing the Safety Basis Division. This position requires comprehensive knowledge of mechanical engineering, and familiarity with safety regulations. The candidate will work independently and as part of a team.
Must have:
  • Bachelor’s degree in Mechanical Engineering or equivalent.
  • Knowledge in mechanical engineering systems modeling.
  • Problem-solving and analytical skills.
  • Proficient in verbal and written communication.
Good to have:
  • Master’s degree in Mechanical Engineering.

Pay Range:  $124,200- $188,880 annually

$124,200 - $157,464 annually for the TSS.2 level
$148,920 - $188,880 annually for the TSS.3 level

Job Description

The Environment, Safety & Health (ES&H) Directorate has an opening for a Safety Basis Analyst to support implementation of 10 CFR 830, Subpart B, and other Department of Energy (DOE) and LLNL requirements at Hazard Category 2/3 nuclear facilities and Less-Than-Hazard-Category-3 facilities containing radiological, chemical, and explosive hazards. You will bring a range of experience in hazard and accident analysis for nuclear, radiological, chemical, waste storage, and explosive facilities. You will also work independently on tasks while interacting with management, both internal and external to the Laboratory.  This position is in the Safety Basis Division within the Environment Safety and Health (ES&H) Associate Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization. 

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. 

You will this role you will 

  • Perform detailed safety basis calculations utilizing comprehensive knowledge of and broad experience in mechanical engineering to model physical systems and accident conditions.
  • Provide broad application skills in the review and maintenance in the review and maintenance of Unreviewed Safety Question (USQ) documents, Documented Safety Analyses (DSA), Technical Safety Requirements (TSRs), and nonnuclear safety basis documents.
  • Perform hazard analysis under limited direction for processes, operations, materials, wastes, and potential energy sources used in facilities.
  • Propose appropriate engineering and/or administrative controls for the hazards identified.
  • Gather and analyze data and information that is moderately complex to complex, in support of work activities and deliver results in the form of documents, calculations, recommendations, and potential corrective actions.
  • Perform technical/scientific assignments of moderate complexity that require analysis and creativity and provide technical support to engineers and scientists in scientific research and development projects and/or ongoing operations.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.3 level 

  • Prepare USQ documents and perform hazard and accident analyses for 10 CFR 830 compliant DSAs, independently with minimal direction.
  • Provide technical input on operational issues that require integrating applicable regulations and DOE standards relevant to safety basis.
  • Serve as a technical liaison with facility and program personnel to facilitate project development. Use independent judgment and considerable latitude to establish and accomplish objectives.
  • Represent the Safety Basis Division to other organizations at LLNL and external stakeholders.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. 
  • Bachelor’s degree in Mechanical Engineering or equivalent combination of education and related experience.
  • Comprehensive knowledge and experience in mechanical engineering systems modeling.
  • Broad knowledge of and familiarity with 10 CFR 830, Subpart B.
  • Problem solving and analytical skills sufficient to define potential accident progression and control interactions.
  • Ability to prepare technical documents following appropriate formatting protocols (e.g., safety basis calculations, USQDs).
  • Proficient verbal and written communication skills to efficiently document, present and explain technical or operational information and work results.
  • Ability to work effectively in a team-oriented, collaborative work environment.
  • Ability to qualify as a safety analyst for the following Hazard Category 2/3 nuclear facilities: Radiography Facility, Hardened Engineering Test Facility, Tritium Facility, Plutonium Facility, and Waste Storage Facilities.

Additional qualifications at the TSS.3 level 

  • Advanced knowledge of and familiarity with 10 CFR 830, Subpart B, and associated DOE implementation standards (e.g., DOE-STD-1027, DOE-STD-3009).
  • Significant experience providing regulatory safety analysis support for nuclear facility, high hazard environment, or experimental operations. 
  • Advanced experience with hazard and accident analysis, including scenario development, source term evaluation, and consequence and probability determination.
  • Advanced verbal and written communication skills to efficiently document, present and explain technical or operational information and work results.

Qualifications We Desire

  • Masters’ degree in Mechanical Engineering.
  • Specific experience performing analyses using various atmospheric dispersion modelling and/or fire modelling software (e.g., ALOHA, EPIcode, HOTSPOT, MACCS2, CFAST, COMSOL).
