The ideal candidate possesses strong data engineering skills (SQL, Azure, Databricks, Snowflake), experience with MDM platforms, and a proven track record in data governance within the EPC industry.

Overview

Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Global Project Controls (GPC) team is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. We are looking for a passionate, high-energy individual to help build the cloud datacenters that power the world’s largest online services.  

 

We are seeking a highly skilled and experienced Data Engineer to join our team.  The ideal candidate will have a proven background in data governance, master data management, and experience in the EPC (Engineering Procurement and Construction) sector.  The Data Engineer is responsible for Global Project Controls (GPC) data governance activities and will require an effective partnership with our Engineering team. 

 

The role will require defining and executing plans for organizational initiatives and objectives related to data cataloging; data classification; auditing data entitlements and access; data discovery; data sharing and collaboration; data lineage; as well as data security and data quality that will support our cost, planning, risk and estimating teams within our GPC team.  With the implementation of a comprehensive data governance system, we expect our EPC team to experience increased operational efficiency and reduced costs; improved productivity and faster decision-making; enhanced collaboration and value realization; enhanced security and privacy; and better compliance with industry regulations and standards.

 

This role is located either in one or all hub locations - Atlanta, GA, Redmond, WA, San Antonio, TX, Phoenix, AZ, or Washington DC. Relocation support will be provided, and successful candidates must relocate or reside within 50 miles of the hub office location. This role is eligible for hybrid, up to 100% from home.

Qualifications

Required Qualitifcations:

  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development

    • OR equivalent experience.

  • 2+ years experience managing cross-functional and/or cross-team projects.

  • 2+ years experience developing PowerBI reports and/or digital work flows to support the master data management process.
  • Proven experience in data governance, master data management, and data quality assurance within the EPC industry.

Other Requirements:

 

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
    • Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:

  • Bachelor's Degree AND 8+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience.
  • 6+ years experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos).
  • Experience working in construction/capital projects and integration of Engineering, Procurement, Construction and Finance Processes (Procure to Pay, Cost Management, Cost Accounting)
  • Ability to work effectively in a fast-paced, dynamic environment.
  • Proven ability to indirectly lead a team and influence others.
  • Effective communication and interpersonal skills.
  • Experience leading Software Project implementations and complex system migration activities for cross-functional teams.
  • Expertise in developing and implementing a centralized data catalog and enterprise data access controls, data auditing, data lineage, data discovery as well as data sharing and collaboration.
  • Analytical skills and experience with MDM platforms.
  • Knowledge of industry standards and best practices in data governance and master data management.
  • Ability to develop and implement data governance policies and procedures.
  • Understanding of ETL (Extract, Transform, Load) processes and data pipeline architecture.  Experience with data integration, data quality assurance, and data-driven insights.
  • Proficiency in data engineering technologies such as SQL, Azure, Databricks, and Snowflake.

 

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $117,200 - $229,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $153,600 - $250,200 per year.

Responsibilities

  • Program Leadership: Define and prioritize program goals for Project Controls master data to align with organizational needs. Assist teams in using data insights to set deliverables, identify risks, and implement mitigation strategies.
  • Data Architecture: Work closely with Software Engineering to design and implement integrated data solutions tailored to Project Controls master data.
  • Metrics and Success Criteria: Establish performance metrics (e.g., OKRs, KPIs) to evaluate data quality and program outcomes. Collaborate with engineering teams to implement telemetry tools for tracking and analysis.
  • Roadmap Execution: Partner with engineering to develop and execute the master data management roadmap, ensuring alignment across the EPC organization. Advocate for necessary resources and capacity planning.
  • Project Coordination: Manage project schedules, milestones, and dependencies. Hold stakeholders accountable for timelines and processes while addressing and resolving deviations.
  • Data Governance: Develop governance programs to ensure data integrity, compliance, and quality throughout the development lifecycle. Conduct regular audits to maintain adherence to internal policies and industry standards.
  • Expert Guidance: Provide technical and industry expertise to validate use cases, guide performance improvements, and ensure alignment with business objectives.
  • Stakeholder Communication: Act as a liaison for Project Controls master data, engaging stakeholders through presentations, feedback sessions, and technical support.
  • Master Data Lifecycle Management: Monitor and manage the lifecycle of master data, addressing issues with root-cause analysis and recommending process improvements.
  • Insights and Reporting: Collaborate with cross-functional teams to monitor KPIs, produce actionable insights, and ensure data-driven decision-making. Lead efforts to test and refine data strategies for measurable impact.
  • Data Infrastructure: Develop and maintain efficient data pipelines for extracting, transforming, and loading data from multiple sources.
  • Policy Development: Support the creation and implementation of policies and procedures to ensure accurate and compliant data management.
  • Training and Support: Provide training on data governance and tools, while managing operational data issues and resolutions.
  • Governance Oversight: Establish governance processes and maintain compliance with master data management and enterprise standards.
  • Collaborative Problem-Solving: Work with stakeholders to inform and implement data governance strategies, addressing challenges and ensuring alignment across teams.
