The Technical Program Manager (TPM) leads the planning and delivery of complex, enterprise-wide initiatives within the Property & Casualty (P&C) insurance sector, specifically focusing on claims, underwriting, and policy servicing. This role coordinates across product, architecture, delivery, and business domains to ensure successful project outcomes. Key responsibilities include leading initiative delivery, strategic planning and alignment with stakeholders, managing scope and backlogs, fostering cross-team collaboration for integrated solutions, overseeing execution, managing resources, and tracking budgets. The TPM ensures functionality and outcomes are achieved throughout the project lifecycle.
Must have:
  • Proven track record in technology delivery leadership, preferably in complex environments.
  • Deep experience in P&C insurance, with a strong understanding of claims, underwriting, and policy servicing.
  • Strong stakeholder management skills with the ability to lead through influence.
  • Ability to lead cross-functional planning and execution across multiple teams.
  • Strong understanding of Agile delivery principles and experience guiding distributed teams.
  • Experience with budget tracking and managing internal and vendor resources.
  • Functional and technical fluency across relevant value streams.

Technical Program Manager (TPM) - Property & Casualty (P&C) insurance - Claims

The Technical Program Manager (TPM) is a strategic and execution-focused leader accountable for the end-to-end planning and delivery of large, complex, enterprise-wide initiatives. This role acts as the unifying force across product, architecture, delivery, and business domains to ensure initiatives deliver their intended value. TOs bring clarity, coordination, and momentum to the most critical programs across the organization.
Key Responsibilities:
Initiative Delivery Leadership
Own the successful delivery of enterprise-wide initiatives, ensuring functionality and outcomes are achieved across the full lifecycle—from planning through deployment.
Strategic Planning & Alignment
Collaborate with key Business Stakeholders to align functionality and outcomes to initiative milestones.
Coordinate across product teams to sequence releases that support initiative timelines and goals.
Scope & Backlog Management
Partner with key business and IT stakeholder, and product teams; to define initiative-level Epics and acceptance criteria.
Lead scope management and maintain alignment on business intent as delivery progresses.
Cross-Team Collaboration & Solutioning
Work with key business and IT stakeholders and product teams; Architects  to drive integrated solutioning.
Guide refinement of business and technical requirements into actionable Epics and Stories.
Execution Oversight
Ensure backlog refinement and sprint planning activities are aligned across teams to meet initiative milestones.
Proactively remove blockers and escalate risks to keep delivery on track.
Resource & Capacity Management
Oversee initiative-level capacity planning and resource allocation in partnership with key IT stakeholders.
Monitor internal and vendor resource needs and adjust as priorities evolve.
Financial Oversight
Track initiative budgets, monitor variances, and support financial transparency across stakeholders.
Required Experience & Skills
  • Proven track record as a technology delivery leader, preferably in complex enterprise environments.
  • Deep experience in the Property & Casualty (P&C) insurance industry, with a strong grasp of value streams relevant to claims, underwriting, and policy servicing.
  • Strong stakeholder management capabilities, with the emotional intelligence to lead through influence across business and IT.
  • Demonstrated ability to lead cross-functional planning and execution across multiple product teams.
  • Strong understanding of Agile delivery principles and experience guiding distributed delivery teams.
  • Experience with budget tracking and managing both internal and vendor resources.
  • Functional and technical fluency across the value streams supported by the initiative(s).
