The Buyer is primarily responsible for procurement functions for all parts and materials required by Wabtec SA. The role involves securing products at competitive cost, quality, and delivery while maintaining strong supplier relationships. Key duties include preparing Material Request Proposals (MRP), expediting Purchase Orders (POs), sourcing vendors, identifying and correcting supplier performance issues, and managing inventory. The role requires scheduling, cost analysis, and providing excellent communication across departments, with a focus on streamlining processes and ensuring purchasing procedures are followed.
Must have:
  • Prepare Material Request Proposals and Returned Materials Authorizations.
  • Expedite POs and manage supplier relationships.
  • Source domestic vendors and perform evaluations.
  • Identify and address supplier performance issues.
  • Reduce costs and consolidate supply base.
Good to have:
  • Experience in purchasing, engineering, and material controls.
  • Exposure to railway rolling stock is an advantage.
  • Knowledge of Wabtec products and time restraints.

Position Title: Buyer

Reporting To: Senior Buyer

Reporting Relationship: Supply Chain Manager

Primary Purpose of Role: Primarily responsible is procurement functions for all parts and materials required by Wabtec SA.  All products and parts are to be secured at cost, quality, and delivery at competitive levels consistent with policies and performance requirements while maintaining a strong supplier relationship to assure continuity of supply and maximum profitability. Additional responsibilities will include scheduling, and inventory of products and parts as assigned, with excellent follow-through with vendors.

Essential Duties & Responsibilities: Include the following (Other duties may be assigned)

  • Prepares Material Request Proposals (MRP) and creates Returned Materials Authorizations (RMA)
  • Expedites P.O.s as needed, or delays as necessary to organizational commitments
  • Sources all domestic vendors; initiates new supplier search and performs supplier evaluation with the SCT quality team
  • Obtain acknowledgment of all PO placements.
  • Identify problem areas that impact supplier delivery and quality performance, and initiate corrective action
  • Supports organization to reduce costs, consolidate supply base, reduce inventory, develop and implement new suppliers 
  • Understand, track, and forecast the key cost drivers for assigned suppliers and take appropriate actions 
  • Control purchased material and product cost
  • Establish and maintain the supplier performance and certification process 
  • Works closely with the Production/Factory Manager in scheduling requirements
  • Create schedules using Excel – outside of the company system to verify with the system
  • Perform spreadsheet analysis, cost analysis, and comparisons
  • Engages in Customer Service responsibilities related to estimated delivery times
  • Provide a smooth and efficient interface and communication with all departments, staff, and sourcing agents 
  • Assure purchasing procedures are followed

Job Knowledge, Skills, and Abilities:  

  • Ability to plan and manage from a 30-day to 1-year time span
  • Ability to organize and manage multiple priorities and re-prioritize as required
  • Demonstrate leadership skills in supplier/peer interactions with the ability to influence others
  • Strategic in finding cost-effective solutions to maximize the efficiency of the entire purchasing process
  • Accurate and efficient verbal and written communication skills, ability to work with a wide range of personalities in a high task load/project-oriented environment
  • Manages and coordinates all necessary follow-up steps for closure  

Qualifications

  • High School: Grade 12
  • Certificate or diploma Course in procurement and supply chain management  

Education/Experience/Skills  

  • 3 - 5 Years’ experience in purchasing, engineering, exposure to the railway rolling stock will be an advantage, and material controls 
  • Possess the ability to read and interpret documents such as emails, quotes, contracts, bills of lading, drawings, and bills of materials
  • Ability to write routine reports and correspondence    
  • Ability to speak clearly and professionally with internal and external customers
  • Knowledge of purchasing, engineering, material controls, and accounting processes
  • Possess knowledge of Wabtec products and understands time restraints
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form 
  • Ability to deal with problems involving several concrete variables in standard and non-standard situations 
  • Ability to think quickly and react to situations under time restraints for problem resolution   
  • Ability to multi-task and re-prioritize as required. Emphasis on streamlining the process continually. Acts professionally under pressure
