Summary

The Manager, Strategic Sourcing – Design & Construction (D&C), leads a team coordinating the procurement process for design and construction projects. Responsibilities include identifying and evaluating architects, designers, contractors, and vendors; managing bidding processes (RFQ/RFP); ensuring compliance with sourcing policies; overseeing procurement costs; analyzing market conditions and developing mitigation strategies; negotiating and finalizing contracts; building supplier relationships; and supporting project safety and quality standards. The role requires strong leadership, analytical, and communication skills, along with a deep understanding of design and construction processes and associated contractual processes and strategies. The ideal candidate will have experience in Construction Management (CM) and/or Project Management (PM), Architectural, Design and Engineering (AD&E), Pre-Construction, Estimating, Scheduling and Planning, Sourcing and Procurement, and Finance/Controls.

Job Summary:

About the Role & Team

The Manager, Strategic Sourcing – Design & Construction (D&C), is responsible for leading a team of Sourcing professionals that coordinate the entire procurement process for design and construction projects, ensuring the timely acquisition of materials and services to achieve total cost of ownership, sustainment, efficient value, safety, and quality assurance and control (QA/QC). Proven and effective teamwork skills, and ability to identify needs to support Sourcing team, design team, finance & controls, project & construction management, and contractors throughout the project lifecycle. What You Will Do

  • Strategic Sourcing
  • Identify, evaluate, and qualify architects, designers, general contractors, vendors, suppliers, and other consultants based on a defined selection criteria on large-scale capital projects
  • Communicate and report to management the status of any critical external contacts and/or market conditions or constraints that could affect planning and decision-making
  • Manage the driven bidding processes (RFQ/RFP) for design and construction services in accordance with TWDC policy and procedures, including sole/single/preferred source evaluation
  • Ensure compliance with Strategic Sourcing policies and standard processes
  • Project Procurement Planning
  • Early engagement in project development timeline from blue sky ideation, feasibility, concept, schematic, design development through completion of construction documents
  • Supervise and manage procurement costs, identifying and implementing cost benefit initiatives
  • Cost Control and Risk Management
  • Analyze market conditions and supply chain trends to develop necessary mitigation strategies
  • Assist, implement and influence supplier performance management programs that focus on contractual responsibility, quality, responsiveness and cost
  • Contract Management
  • Analyze bids based on total cost of ownership and sustainment to achieve efficient value
  • Negotiate and finalize contracts and change with suppliers, ensuring favorable pricing, payment terms, delivery schedules, and quality standards, through contract close-out
  • Prepare and manage clear, structured negotiations following pre-defined Strategic Sourcing methodology
  • Supplier Relationship Management
  • Build and maintain strong relationships with key suppliers, ensuring open communication and timely resolution of issues
  • Participate in professional development activities to keep abreast of current industry standard processes, applying Supplier Relationship Management (SRM) and market intelligence to leverage partner value
  • Safety and Quality Assurance
  • Support project life cycle safety and quality standards for procured materials and services, including quality control requirements
  • Work with the safety and quality teams to address any concerns related to contracted work

Required Qualifications & Skills

  • Solid understanding of overall Design & Construction (D&C) in relevant industries such as General Contracting (GC), large subcontracting/sub-trades, construction supply chain and/or manufacturing, Architecture, Design & Engineering (AD&E)
  • Experience with typical D&C procurement, bidding and contract/delivery strategies and associated legal templates
  • Preferred – Local D&C market knowledge, including bringing existing relationships with local construction organizations (i.e. Association of Builders & Contractors and/or Association of General Contractors), and key general contractors, subcontractors, designers and architects and their major players and leadership to the table

Skills/Specialized Knowledge/Competencies:

  • Proven track record demonstrating integrity and ethics in all instances
  • Ability to engage and establish confidence and trusted relationships with senior leadership, and all position levels; both internal and external
  • Situational adaptability to internal partner focus – ability to identify changing needs and develop and implement strategies, processes and solutions
  • Strong understanding of design and construction processes, including technical specifications and industry standards
  • Solid leadership with experience in coaching, managing, and developing talent
  • Ability to collaborate in a team environment (i.e., legal, controls, finance, risk management, safety, PM/CM team, etc.) and desire to work in a diverse and inclusive environment
  • Advanced analytical and problem-solving to identify cost benefit opportunities and manage complex procurement challenges
  • Proven track record of meeting commitments and prioritization in a schedule-driven environment
  • Refined written and verbal communication, and proficient presentation abilities
  • Strong negotiation skills, and project management experience
  • Experience and expertise with various systems/platforms and tools

Work Experience:

  • 10+ years of experience in one or more of the following subject areas
  • On-Site/Field Construction and project development
  • Preferred - Construction Management (CM) and/or Project Management (PM)
  • Architectural, Design and Engineering (AD&E), Pre-Construction, Estimating and/or Scheduling and Planning
  • Sourcing and Procurement with a focus on associated contractual processes and strategies
  • Finance/Controls
  • Internal or external business consulting

Required Education:

Bachelor’s degree required in construction, design, engineering, business administration, supply chain or other associated subject area.

Master’s degree preferred.
