Job Description

The Facility Project Engineer is responsible for developing and reviewing project management plans, master project plans, construction schedules, and cost plans for large-scale commercial/retail/hotel projects. Key responsibilities include collaborating with various stakeholders (government authorities, consultants, contractors, internal departments), managing project budgets and timelines, overseeing procurement and construction, and ensuring projects meet quality standards. The role requires strong leadership, communication, negotiation, and analytical skills, along with familiarity with local regulations and building codes. The engineer will develop and review overall construction strategy/plan including phasing and sequencing, logistics, safety plan, quality control and delivery. They will also develop, monitor and review construction scheduling.
Must have:
  • Bachelor's degree in relevant field
  • 6-8 years project management experience
  • Experience with large-scale commercial projects
  • Strong leadership and communication skills
  • Proficiency in cost control and scheduling
  • Familiarity with local regulations

Job Summary:

Job Responsibilities:

  • Develop and review project management plans to achieve strategic benefit and objectives from planned projects and investments in line with specified quality and within budgets and timeline. Develop, monitor, and review the Master Project Plan, Master Construction Scheduling and Master Project Cost Plan.
  • Develop and review an overall strategic project plan setting out the project management approach for the planned projects with project structure, role of project participants and mechanisms to plan, implement, monitor, and review the project development in line with the project objectives.
  • Work with the Project Quantity Surveyor, Project Controller and Project Architect/ Designer to develop and review the Project Cost Plan and ensure projects are completed within budget with effective cost control. 
  • Develop and review a strategy of how the projects will be procured, taking into consideration of specific project nature in term of time, cost, design, specified quality standard and local & international resources, long lead deliveries, local requirements, site-wide purchasing opportunities and standard contract documentation.
  • Liaise and collaborate with Government Authorities, consultants, contractor, internal sub-departments and end-users throughout the procurement and construction periods and control, manage, supervise, administer the contractors and suppliers, and ensure delivery of specified quality and within timeframes according to the contracts.
  • Develop and review overall construction strategy/ plan including phasing and sequencing, logistics, safety plan, quality control and delivery.
  • Develop, monitor, and review Construction Scheduling in line with the Master construction plans and ensure updating is undertaken during the procurement and construction periods and ensure the assigned projects are completed with specified quality and time frame by effective scheduling and cost controls.  

Job Requirements:

  • Bachelor’s degree holder in building study / building surveying/ construction management/ engineering or architecture or related disciplines.
  • Minimum 6-8 years of project management experience, preferably in project and construction management role on large scale commercial/ retail/ hotel projects.
  • Proven leadership and excellent interpersonal skills across all levels of organization and being able to lead projects independently is required.
  • Excellent communication, negotiation and analytical skills required, able to balance the competing requirements of a wide variety of stakeholders and yet meeting delivery timeline and budget.
  • Able to make decision independently as well as familiar with local statutory requirements, building codes and submission procedures.
  • Fluent in both English and Chinese.
