Job Description

This role involves managing the construction of fiber optic submarine cable projects for Google's Global Network Services team. Responsibilities include communicating with internal stakeholders to establish project timelines, collaborating with vendors and partners on construction, overseeing the tendering process and vendor selection, creating work plans and managing budgets, and conducting technical reviews of design, manufacturing, and installation plans. The successful candidate will ensure timely and cost-effective delivery of submarine cable systems, manage supply agreements, and coordinate work between clients and suppliers. The position requires extensive experience in managing undersea infrastructure construction and strong technical program management skills.
Must have:
  • Bachelor's degree in technical field or equivalent experience
  • 5+ years experience managing undersea infrastructure construction
  • 5+ years experience in technical program management
  • Excellent communication and organizational skills
  • Knowledge of turnkey construction contracts
Good to have:
  • Understanding of telecommunications submarine cable fiber optic technical design and installation
  • Ability to work with minimal supervision and make sound judgements

Minimum qualifications:

  • Bachelor's degree in a technical field, or equivalent practical experience.
  • 5 years of experience managing the construction of undersea fiber optic cables or other undersea infrastructure (umbilical, pipeline, power cable, flexible, etc.).
  • 5 years of experience in technical program management working cross-functionally.

Preferred qualifications:

  • Knowledge of turnkey construction contracts and the ability to interpret them and apply relevant clauses as issues arise with the supplier.
  • Understanding of telecommunications submarine cable fiber optic technical design and installation, including manufacturing process, quality assurance, marine best practices, and safety.
  • Ability to work comfortably in an environment where professional judgment is needed to fill in the gaps and support the decision.
  • Excellent attention to detail, written/verbal communication, organizational, prioritization, and multitasking skills.

As a Technical Program Manager at Google, you lead complex, multi-disciplinary engineering projects using your engineering expertise. You plan requirements with internal customers and usher projects through the entire project lifecycle. This includes managing project schedules, identifying risks and clearly communicating them to project stakeholders. You're equally at home explaining your team's analyses and recommendations to executives as you are discussing the technical trade-offs in product development with engineers.

Using your extensive technical and leadership expertise, you manage projects of various size and scope, identifying future opportunities, improving processes and driving the technical directions of your programs.

In this role, you will drive fiber optic submarine cable construction projects for the Global Network Services team. You will work with submarine cable vendors, partners, and internal teams through close collaboration and teamwork with Negotiators, Technical Program Manager, Network Deployment Engineers, Product Managers and Network Architects. You will lead cross-functional teams in driving the genesis and completion of submarine cable projects.

Responsibilities

  • Communicate with internal business owners to collect drivers and deadlines for delivering submarine construction projects.
  • Collaborate with partners, vendors, and internal stakeholders to drive the construction of submarine cable systems, including tendering process, selection of vendors, creation of plan of work, spent budget, and technical review of design, manufacturing, and installation plans.
  • Deliver the necessary assets in a timely and cost effective manner in order to land submarine cable systems.
  • Own execution of supply agreements for submarine cable construction projects, including coordination of work between customer and suppliers.
