Job Description

The Coating Inspector acts as the company's authorized representative, overseeing contractor progress and inspecting all coating and painting activities in assigned areas. This role ensures compliance with company drawings, plans, specifications, and contract terms. Key responsibilities include ensuring safety, supervising teams, verifying quality control, and reporting non-compliance issues to the construction manager. The inspector also provides technical leadership and participates in incident investigations and site visits.
Must have:
  • Stop work for unsafe conditions and inform supervision.
  • Ensure contractor implements site-specific safety plan.
  • Review contractor's safe work practices and hazard analysis.
  • Supervise painting/coating team for compliance.
  • Ensure ITIs are completed and accepted by TC Energy.
  • Review and sign contractor quality control records.
  • Ensure stakeholder and community commitments are followed.
  • Ensure TC Energy's painting/coating requirements are met.
  • Verify painting/coating personnel hold appropriate OpQual.
  • Verify coating personnel hold valid manufacturer certificates.
  • Foster positive work environment and proactive safety culture.
  • Monitor work and influence corrective actions.
  • Identify and report construction painting/coating and safety non-compliance.
  • Provide technical leadership and advice.
  • Participate in incident investigations.
  • Manage documentation for painting/coating construction.
  • Identify innovation opportunities in painting/coating.
  • Participate in lessons learned meetings.
  • Participate in site safety and quality visits.
  • Complete daily inspection reports.
  • 2+ years coating inspection experience.
  • Strong knowledge of industry processes and procedures.
  • API 1169 Certified.
  • API 1184 Certified.
  • High school diploma.
  • NACE CIP Level 1 or AMPP CIP Level 1.
  • NACE CIP Level 2 or AMPP SIP Level 2.
  • Knowledge of latest codes and standards.
  • Product exposure manufacturing training.
  • Experience in oil/gas pipelines and industrial facilities.

The Coating Inspector is the authorized representative of the company and must observe the contractor's progress and inspect all coating and painting activities in the assigned areas in accordance with the company's drawings, plans, specifications and the terms of the construction contract or agreement.

Roles and responsibilities:

  • Using the power to stop work, immediately stop work activities and inform contractor supervision of hazardous conditions and/or acts and ensure all site personnel are aware of their obligation to do so as well.
  • Ensure the contractor implements their site-specific safety plan.
  • Review and understand the contractor's safe work practices and job safety/hazard analysis for the work they are responsible for supervising and hold the contractor accountable for performing work in accordance with procedures. This includes participating in daily tailgate meetings and field hazard assessments.
  • Supervise the painting and/or coating team to ensure compliance (e.g., drawings, specifications, codes, standards, regulations, quality plan or contractor's site-specific contract). • Ensure that ITIs are completed, submitted, reviewed and accepted by TC Energy before work begins.
  • Review and sign contractor quality control records to verify compliance with company standards and qualifications.
  • Work with the contractor to ensure that stakeholder and local community commitments within their scope are followed and implemented.
  • Work with the contractor to ensure that TC Energy's painting and/or coating requirements are implemented.
  • Ensure that all painting and/or coating personnel hold the appropriate Operator Qualifications (OpQual) for the work they perform (US only).
  • Ensure that all coating personnel hold valid paint and/or coating manufacturer certificates.
  • Create and foster a positive work environment and a proactive/mature safety culture with inspection personnel.
  • Monitor painting and/or coating work and, if necessary, influence corrective actions with the contractor or inspection personnel.
  • Identify construction painting and/or coating and/or safety non-compliance issues and report them to the construction manager.
  • Provide technical leadership, expertise and advice to project personnel.
  • Participate in incident investigations. Complete record management associated with construction painting and/or coating documentation.
  • Identify opportunities for innovation and value creation related to construction painting and/or coating aspects. • Participate in lessons learned closing meetings.
  • Participate in site safety and quality visits and note any discrepancies.
  • Complete daily inspection reports in accordance with applicable company inspection standards.

Qualifications

Must have:

  • 2+ years of experience in coating inspection
  • Very strong knowledge and experience of industry processes and procedures
  • API 1169 Certified
  • API 1184 Certified
  • High school diploma
  • NACE CIP Level 1 or AMPP CIP Level 1
  • NACE CIP Level 2 or AMPP SIP Level 2
  • Knowledge of the latest codes and standards
  • Product exposure manufacturing training
  • Experience in oil and gas pipelines and industrial facilities
