AECOM is seeking a Construction Inspector for multiple large-scale projects at the Virginia Military Institute (VMI) campus. The role involves acting as the owner's representative throughout all project phases, from inception to close-out. Responsibilities include reviewing plans and specifications, conducting field construction inspections and reporting, ensuring compliance with contract requirements, state building codes, environmental regulations, and safety standards (OSHA). The inspector will maintain records of field observations, participate in technical reviews of submittals, document discrepancies, attend progress meetings, and resolve construction conflicts. This is a long-term opportunity expected to last up to 10 years.
Must have:
  • HS diploma + 10 years of construction experience

Good to have:
  • 5-10 years overseeing large DoD/Higher Education projects
  • VMI graduate

Job Description

AECOM is need of a Construction Inspector for multiple large-scale, concurrent construction projects on the Virginia Military Institute (VMI) campus.  The ideal candidate should have a strong understanding of Virginia state building codes, the Construction and Professional Services Manual, state regulatory agencies, and experience with DoD or Higher Education projects. The position will be based in the VMI Construction Office on the main campus, reporting directly to the Program Manager. The Construction Inspector will act as the owner’s representative throughout all phases of the projects, from inception through to project close-out. This is a long-term opportunity, potentially spanning up to 10 years.

The responsibilities include but are not limited to: include reviewing and interpreting plans and specifications for completeness, accuracy, and constructability. Field construction inspection and reporting will comprise the majority of the work. Interaction with clients and contractors requires candidate to have a professional presentation along with excellent communication skills and attention to detail.

Job Details

  • Provide oversight of the contractor to ensure compliance with contract requirements and standards. Ensure compliance with state and local building codes and environmental regulations, and permit processes. 
  • Oversee compliance to safety standards (OSHA) and environmental health and safety (EHS) compliance.
  • Complete and maintain records of field observations, including daily reports outlining the work performed, as well as field measurements and computations.
  • Participate in technical review of submittals and development plans to ensure conformity to standards and specifications.
  • Document observations and inspections of construction including discrepancy notices for non-compliant items
  • Participate in technical review of submittals and development plans to ensure conformity to standards and specifications.
  • Attend and participate in construction progress meeting.
  • Perform infrastructure walk through and develop punch lists as required. 
  • Work to resolve conflicts with construction installation.
  • Provide construction photographs as required to document progress and problem areas.
  • Ensure that safety regulations and building codes were considered and followed during the construction of utility equipment
  • Attend contractor's weekly project meetings.
  • Participate in tests, demonstrations, and field instructions with the appropriate personnel.

Qualifications

Minimum Requirements:

  • HS + 10 Years of relevant experience in construction practices, procedures, and testing.
  • Due to the nature of the project US citizenship is required.
  • Must pass a State and Federal criminal history/security background checks. Projects/clients are security sensitive.
  • Must pass pre-employment drug screen.
  • Up to 50% of the time the position needs to move about indoor and outdoor construction site environments with uneven terrain, variable environmental conditions including heat, dusts, noise, moisture, and dryness.
  • Occasionally (10-25% of workday) performing repetitive bending/stooping, repetitive or fine hand movements, working at heights, and lifting and carrying equipment weighing less than 25 pounds.
  • At times the position requires working with arms above shoulder level, power gripping/squeezing (hand tools, levers, etc.), climbing stairs, using portable ladders, wearing fall protection, working in confined spaces, and lifting greater than 25 pounds.
  • The position requires wearing associated personal protective equipment, including, but not limited to gloves, safety glasses/goggles, face shield, safety shoes/boots, hard hat, hearing protection, and fall protection.

Preferred Requirements:

  • 5 - 10 years of experience in the construction industry overseeing large vertical DoD or Higher Education Construction projects.
  • Graduate of Virginia Military Institute (VMI)
  • experience using Microsoft Office and experience using RMS.
  • Knowledge of the USACE Three Phase Inspection Process.
  • Knowledge of EM 385-1 Safety Requirements.
