Barbaricum is seeking a Senior Strategic Communications Program Manager to oversee communications initiatives for an intelligence community customer in Springfield, VA. The ideal candidate will lead a multidisciplinary team responsible for events management, public affairs, museum operations, and government-industry partnerships.

Responsibilities

    • Strategic Communications Lifecycle and Team Management: Lead cross-functional teams to ensure alignment and successful execution of communication initiatives, including comprehensive strategic communication plans. Evaluate and adapt communication strategies based on data analysis, stakeholder feedback, and emerging trends for optimized engagement and impact.
    • Stakeholder Engagement and Public Affairs: Cultivate and maintain relationships with key stakeholders to advance organizational goals and manage public perceptions through public affairs campaigns. Provide strategic counsel to senior leadership on navigating complex political and media landscapes.
    • Event Management and Community Relations: Plan and execute high-profile events and outreach activities to engage stakeholders and raise awareness of organizational priorities. Collaborate with partners to develop community relations initiatives that enhance organizational reputation and effectiveness, leveraging feedback to inform future strategies.
    • Internal Communications: Develop and implement internal communication strategies to ensure consistent messaging and engagement across all organizational levels. Facilitate two-way communication channels to promote transparency and collaboration, fostering a positive organizational culture.
    • Protocol Compliance: Provide expert guidance on military, government, and international protocol to ensure professionalism in interactions with stakeholders. Coordinate protocol arrangements for high-level events, maintaining adherence to established procedures and standards.
    • Museum & Exhibit Marketing: Develop marketing strategies to promote museum exhibits and manage operations to enhance visitor experiences and preserve cultural heritage assets. Collaborate with stakeholders to create engaging exhibits aligned with organizational goals.
    • Executive Communications: Craft strategic communications materials for senior leaders and provide media training to enhance communication effectiveness. Monitor media coverage and public sentiment, providing analysis and recommendations to address issues and opportunities proactively.
    • International Affairs and Partnerships: Develop strategic partnerships with international organizations to advance organizational objectives and provide analysis on geopolitical trends to inform decision-making. Lead diplomatic engagements and negotiations to foster collaboration and achieve mutually beneficial outcomes.

Qualifications

    • Active TS/SCI required
    • 10 years of strategic communication experience driving public affairs initiatives on behalf of government agencies or the intelligence community/industry.
    • Demonstrated project management skills and leadership in mentoring cross-functional teams and providing strategic counsel to senior leadership, fostering transparency, collaboration, and a positive organizational culture across all levels of the organization.
    • Must possess effective delegation and strong cross-functional collaboration skills, working effectively with internal stakeholders from different departments to align public affairs strategies with broader, highly-technical organizational objectives.
    • Proven success in developing and implementing comprehensive strategic communication plans, utilizing strong analytical abilities to evaluate data, stakeholder feedback, and emerging trends for optimized engagement and impact.
    • Strong communication skills in crafting and delivering strategic communications materials for senior leaders to effectively convey key messages and priorities to internal and external audiences, enhancing organizational visibility and impact.
    • Expertise in developing and implementing internal communication strategies that ensure consistent messaging, alignment with organizational goals, and engagement across all levels of the organization, facilitating open dialogue and employee engagement.
    • Ability to plan and execute high-profile events, conferences, and outreach. activities that engage stakeholders, raise awareness of organizational priorities, and foster community goodwill, enhancing organizational reputation and standing within the community.
    • Experience in cultivating and maintaining relationships with key stakeholders, including government officials, military personnel, media representatives, and community leaders, to advance organizational goals, enhance public perception, and manage public affairs campaigns.
    • Experience in providing expert guidance on military, government, and international protocol, diplomatic etiquette, and cultural norms to ensure compliance and professionalism in all interactions with internal and external stakeholders.
    • Proficiency in managing museum operations, including exhibit planning, installation, and maintenance, to enhance visitor experiences, promote museum exhibits, artifacts, events, and collections to diverse audiences, contributing to increased engagement and interest.
    • Proven track record in developing and implementing strategic communications strategies aimed at promoting museum exhibits, artifacts, events, and collections to diverse audiences, including visitors, scholars, and stakeholders, contributing to increased engagement and interest. Must have strong analytical reporting skills to define, monitor, and report campaign performance, KPIs, and ROI, as well as actionable recommendations.
