In 2018, CAE partnered with KF Aerospace to form a new entity – SkyAlyne – to jointly bid on the Government of Canada’s Future Aircrew Training (FAcT) Program. In 2023, SkyAlyne was awarded the C$11.2 billion, 25-year contract for the FAcT Program. SkyAlyne brings together two deeply rooted Canadian aviation and defence leaders to provide a truly Canadian solution to the Future Aircrew Training (FAcT) Program. Together, they make up a team of industry experts from across Canada, ready to help prepare the next generation of RCAF pilots and aircrew.
The Moose Jaw Site Transition Senior Manager on the Future Aircrew Training (FAcT) Program will support the Program Management effort for this historic multi-billion-dollar CAE project. Reporting to the FAcT Program Director, the FAcT Moose Jaw Site Transition Senior Manager is dedicated to the CAE FAcT Program and holds a key role in standing up the training operations on site. This position will be accountable to build a team of approximately 5-8 direct reports with a total team size of approximately 160 employees.
The ideal candidate will bring a successful track record of operational leadership and extensive CAE and/or defence and security experience, ideally running major programs. Experience in the Royal Canadian Air Force (RCAF) is considered an asset. Strong leadership skills highlighted by a coaching and mentoring style and a history of managing multiple projects simultaneously and driving operational efficiencies will ensure success of the program.
The FAcT Moose Jaw Site Transition Manager will be expected to:
Act as the primary point of contact for the Moose Jaw site transition-in activities for CAE with SkyAlyne, other FAcT subcontractors and Canada
Act as the lead Moose Jaw site representative to Canada on behalf of SkyAlyne
Establish an organization of approximately 160 employees over the transition-in period to support stand-up of the training program and steady state operations at the Moose Jaw site
Build the Fight Training Operations (FTO) team to support basic flight training on the Grob 120TP aircraft and advanced flight training on the PC-21 aircraft
Build the Acceptable Maintenance Organization (AMO) team to support the Grob 120TP and PC-21 aircraft for the Moose Jaw site
Support the development and acceptance of training plans, courseware and training devices that will be deployed at the Moose Jaw site
Support the acceptance of new infrastructure, aircraft, site services and other parts of the solution provided by SkyAlyne or its subcontractors at the Moose Jaw site
Work collaboratively with the Director of NFTC Operations to ensure FAcT transition-in activities do not impact current training activities
Full program management and budget ownership of the scope of work under the responsibility of the Moose Jaw site stand-up and follow-on steady state training phase
Support all required internal and external governance, working groups and integrated program teams related to the Moose Jaw site stand-up
Collaborate with Program Management, Technical Integration Leader and Contract Management as key stakeholders to align activities and dependencies between the Moose Jaw site and other work streams
Establish the operational processes to be used on site consistent with SkyAlyne and CAE
Our ideal candidate has:
Bachelor's degree in a relevant business, engineering or technical discipline, or equivalent experience
PMP or PRINCE2 certification
Extensive CAE and/or Defence & Security experience (minimum 10 years) running major programs is preferred
Experience interfacing with partners and subcontractors
Experience in the RCAF is an asset
Proven experience in risk assessment, decision-making, and problem-solving
Well organized with strong analytical skills
Strong interpersonal skills with a demonstrated ability to effectively communicate ideas and actions to people at all levels of the organization
Demonstrated ability to prevent and resolve urgent program issues and challenges
Experience with MS Project and Planisware; Primavera experience would be an asset
Excellent communication skills and ability to present complex scenarios to a wide range of audiences
Ability to work collaboratively across organizations with multiple stakeholders
Results-oriented mindset with strong attention to details
Good knowledge of the Microsoft Office tools
Eligibility to the Canadian NATO Secret clearance
Fluency in English and French an asset
