Job Description

The Technical Training Specialist will support the LLNL workforce in Nevada with training and administrative tasks. This includes ensuring employee compliance with regulatory activities, analyzing, planning, executing, and leading business process improvement initiatives. The specialist will conduct training needs analysis, design, develop and implement courses in collaboration with Subject Matter Experts. The role primarily supports the Joint Laboratory Operations Nevada (JLON) Office, requiring a full-time on-site presence with four ten-hour shifts per week. Additional responsibilities at a higher level include conducting gap analyses, creating training materials, and delivering specialized training.
Must have:
  • Obtain and maintain a U.S. DOE Q-level security clearance.
  • Bachelor’s degree in a related field.
  • Experience in evaluating training needs and designing training solutions.
  • Knowledge of learning and training methodologies.
  • Experience with computer software and multimedia tools.
  • Analytical, decision-making, and problem-solving skills.
  • Proficient verbal and written communication skills.
  • Experience working independently and in a team.

  • Master’s degree in Instructional Technology or a technical field.
  • Experience in a highly regulated environment.

Pay Range

$93,090 - $136,656

$93,090 - $113,988 Annually for the H04.2 level

$111,600 - $136,656 Annually for the H04.3 level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

 

Job Description

We have an opening for a Technical Training Specialist in Nevada. You will support our LLNL workforce that resides in and travels to Nevada in a variety of training and administrative tasks. Using your operational and technical experience, you will ensure employee compliance with regulatory and compliance activities including administrative operations, analyzing, planning, executing and leading activities pertaining to business process improvement initiatives. You will also conduct training needs analysis related to the design, development and implementation of courses in collaboration with Subject Matter Experts supporting high-risk environments. This position will primarily support the Joint Laboratory Operations Nevada (JLON) Office activities in Nevada. This position is in the Strategic Deterrence (SD) Directorate.

This position requires full-time on-site presence due to the nature of the work, which will be four days a week at ten-hour shifts per day.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role, you will 

  • Administer operational aspects of development, education, and training programs to ensure compliance with institutional and regulatory requirements.
  • Conduct training needs analysis, job task analysis, course design, curriculum development and course implementation using established training templates and best practices.
  • Prepare and update training materials, evaluation metrics, and training records for managers, supervisors, technical staff and other personnel.
  • Consult with supervisors, advisors, and external training administrators to clarify training requirements and ensure full compliance with LLNL employees.
  • Interpret and communicate institutional training policies and regulatory requirements; serve as a resource for training procedures and policy questions.
  • Assign and remove personnel from training roles based on management guidance; ensure training plans are accurate for work at various sites, facilitate Management Review Board (MRB) meetings by preparing agendas, maintaining records, tracking actions, and distributing meeting minutes.
  • Enter issues and corrective actions into designated tracking systems ensuring accuracy and completeness of records and track issues to closure while monitoring corrective action implementation.
  • Perform other duties as assigned.

Additional job responsibilities, at the H04.3 level

  • Execute systematic approach to training including independent performance of gap analyses and creation of new training materials.
  • Consult with the various SD organizations as an innovative training resource through a variety of communication channels including the SD training helpdesk.
  • Deliver specialized or technical classroom and on-the-job training (OJT).
  • Coach others in effective web-based, classroom and on-the-job training practices and serve as a knowledge leader on the most current industry technology to support team goals.
  • Train and mentor team members on technical skills, as needed.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor’s degree in Education, Organization Development, Training and Development, Instructional Design Technologies or related field, or the equivalent combination of education and related experience.
  • Comprehensive knowledge and experience evaluating training needs, and designing, developing, and systematically implementing training solutions.
  • Knowledge and experience in applying learning, training, and development theories and training technologies through instruction and coaching, using multimedia and virtual means as well as classroom and OJT methods.
  • Experience using various computer software applications and multimedia tools for training and   development with an emphasis on online training.
  • Analytical, decision-making, and problem-solving skills to evaluate, interpret, negotiate, recommend, and implement actions/solutions for moderately complex problems.
  • Proficient verbal and written communication skills necessary to effectively collaborate in a team environment and to present and communicate technical information.
  • Experience working independently and in a team environment with a broad cross-section of people and organizations.

Additional qualifications at the H04.3 level

  • Advanced knowledge and understanding of and experience with training industry principles, concepts, practices, standards, processes and systems.
  • Project management experience leading individual projects and occasionally delegating tasks.
  • Advanced analytical, decision-making, and problem-solving skills to evaluate, interpret, negotiate, recommend, and implement actions/solutions for complex problems with organization-wide impact.
  • Advanced verbal and written communication skills necessary to effectively collaborate in a team environment and to present and communicate complex technical information.

Qualifications We Desire

  • Master’s degree in Instructional Technology or in a technical related field.
  • Experience designing and developing training programs in a highly regulated environment.
  • Familiarity with DOE Nuclear Facility, and ES&H requirements.
  • Experience designing and developing large scale interactive online training courses complete with video, audio, skill-based interaction and examination processes, 3D modeling, and other media elements.
