Job Description

The Technical Training Manager will oversee and implement training and qualification programs for Strategic Deterrence (SD) operations at LLNL and the Nevada National Security Site. This role involves designing, developing, and maintaining efficient training programs using instructional systems design processes and various modalities like web-based, video, and OJT. The manager will ensure compliance with LLNL contract requirements, DOE orders, and federal/state regulations, leading a team of Training Specialists and leveraging technical expertise, communication, leadership, and planning skills.
Must have:
  • Modify and maintain non-nuclear training programs meeting LLNL contract requirements and DOE Directives.
  • Ensure nuclear training programs meet DOE Order 426.2A for NNSS nuclear facilities.
  • Establish and implement continuing education programs using a graded approach.
  • Manage and guide a team in developing and implementing training plans and procedures.
  • Coordinate training activities across organizational lines with colleagues and management.
  • Negotiate and implement corrective actions and evaluate their effectiveness.
  • Ensure organizational process changes are flowed down into training procedures.
  • Maintain training records per LLNL and DOE requirements.
  • Secure and maintain a U.S. DOE Q-level security clearance.
  • Bachelor’s degree in Instructional Technology, Science, Engineering, or related field.
  • Advanced knowledge and experience in technical training and curricula in high-consequence environments.
  • Effective interpersonal, leadership, and team building skills.
  • Strong understanding of various training modalities (WBT, OJT, lecture, etc.).
  • Advanced application of adult learning theory for technical training solutions.
  • Advanced verbal communication, collaboration, and interpersonal skills.
  • Ability to travel up to 25%.

Job Details

We have an opening for a Technical Training Manager to oversee the training and qualification programs supporting a subset of Strategic Deterrence (SD) operations and programmatic activities at LLNL and the Nevada National Security Site. You will directly support various SD facility management and programmatic teams, including the Joint Laboratory Operations Nevada (JLON), in implementing a training program that is systematically derived using instructional systems design processes. This position demands innovation in various training modalities (e.g., web-based, video, OJT, lecture, required reading) while simultaneously ensuring the training program meets LLNL contract requirements, DOE Order 426.2 and other federal and state regulations, and LLNL policies and procedures. You will leverage your technical experience, strong communication, leadership, and planning skills to budget for and lead a staff of Training Specialists in designing, developing, and maintaining an efficient and effective training program. This position is in the Strategic Deterrence Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

In this role you will

  • Modify and maintain a non-nuclear training program and elements that meet LLNL contract requirements, DOE Directives, and industry standards for training program development.
  • Ensure a base nuclear training program meets the requirements of DOE Order 426.2A in support of LLNL employees working in NNSS nuclear facilities.
  • Utilize a graded approach to establish and implement continuing education and training programs that employ core training, refresher training, required reading, and other mechanisms to support organizational strategies and operations.
  • Manage, supervise and guide team in the development and implementation of plans, guidelines, procedures, and other mechanisms that establish, direct, administer, and evaluate the effectiveness of the training program.
  • Interact with colleagues, mid-level management, and customers on matters requiring training coordination across organizational lines.
  • Negotiate and implement corrective actions, improve strategies, and evaluate their effectiveness.
  • Ensure changing organizational processes and procedures are appropriately flowed down into applicable training procedures, programs, plans, and courses.
  • Maintain training records in accordance with LLNL and DOE requirements, including DOE Order 426.2A.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Instructional Technology, Science or Engineering, or other related degree, or an equivalent combination of education and significant related experience demonstrating a strong technical aptitude.
  • Advanced knowledge and significant experience providing technical training and curricula in a high-consequence environment across a diverse population to guide and direct the development and delivery of technical training.
  • Effective interpersonal, leadership, and/or team building skills necessary to direct staff, clarify issues, and resolve conflicts with tact, discretion, and good judgement.
  • Strong understanding and advanced knowledge of the use and implementation of web-based training (WBT), on-the job training (OJT), lecture, required reading, simulations, interactivity, media, and other training modalities in training program application.
  • Advanced application and development of technical training solutions, using adult learning theory principles, concepts and techniques using creativity and innovation to deliver and enhance skills to a dynamic workforce.
  • Advanced verbal communication, collaboration, and interpersonal skills necessary to explain, present, direct, influence and coordinate training activities with senior managers, engineers, scientific and technical staff, and multidisciplinary teams.
  • Ability to travel up to 25%.

Qualifications We Desire

  • Strong understanding of DOE Order 426.2, DOE Orders and manuals governing facility training, conduct of operations in DOE facilities, quality implementation programs, and facility safety.
  • Experience working in a high hazard facility directly implementing or supporting safety management programs (e.g., personnel training, conduct of operations, quality assurance, safety system maintenance, inadvertent criticality protection, emergency preparedness, fire protection, waste management or radiological protection of workers, the public, and the environment).
  • Strong knowledge of nuclear or high hazard facility operational requirements and skills to support those operations.
  • Strong understanding of DOE, LLNL, and/or ISM (Integrated Safety Management) Work Control Practices and demonstrated ability to implement or support work control administrative controls such as training.
