Job Description

The Service Sourcing Buyer will manage service-specific commodities, documentation and compliance, resourcing, and supplier rationalization. This role acts as a liaison between the WPT Duncan, SC service sourcing group and the site supply chain group, regional commodity teams, and site customer service. The position is also the first escalation point for issues from the site supply chain group involving service part suppliers. The role involves identifying service needs, managing the RFQ process, maintaining the approved supplier list, driving cost reductions, monitoring KPIs, and participating in make-or-buy decisions. The candidate will work cross-functionally to resolve material issues, manage supplier relationships, and handle sourcing issues for low-volume or out-of-production materials.
Must have:
  • High school graduate or GED.
  • Three to five years of manufacturing, transportation or heavy construction industry experience.
  • Two to four years of purchasing experience.
  • Ability to work unsupervised.
Good to have:
  • Bachelor’s Degree in Business, Operations, Economics or Finance preferred.
  • Strategic and creative thinking to analyze issues that may arise and create solutions.
  • Familiarity with the Uniform Commercial Code (UCC), import and export laws, incoterms, exchange rates and methodologies used in project management, material planning and quality.
  • Familiarity with large ERP systems (Oracle, JD Edwards, SAP, Baan).

The Service Sourcing Buyer will be responsible for managing groups of service specific commodities, documentation and compliance management, resourcing activities and supplier rationalization activities.  The position is the interface between the WPT Duncan, SC service sourcing group and the site supply chain group, the regional commodity teams (when needed) and the site customer service group.  The position is also the first level escalation point for issues from the site supply chain group involving service part suppliers.  The work environment is task oriented and in a production and service environment that is low volume and high mix.  Employees in this role add value to the company by supporting the customer service group, facilitating communication in and out of the sourcing and site supply chain groups, and handling service specific sourcing issues that may involve supplier readiness, pricing, and terms and conditions for very low volume and/or out of production materials.

Duties and Responsibilities:

  • Identify the source(s) for service need(s) which may include engaging legacy suppliers as well as new supplier development activities and processes.
  • Owner of the complete Request for Quote (RFQ) process for the service sourcing function.
  • Assist in the maintenance of the Sourcing group’s approved supplier list.
  • Drive cost reductions or service level improvements to increase Wabtec service business share and track and report sourcing savings and/or price increase avoidance activities.
  • Monitor service sourcing KPI’s and drive improvement of tasks closed per week and quote turnaround time.
  • Responsible for service sourcing risk and opportunity management by using the WPT Risk and Opportunity File.
  • Participate in the make or buy decision for service parts.
  • Work cross functionally with suppliers, engineering, supply chain, and quality teams to resolve service material issues.
  • Actively participate in supplier performance reviews and hold suppliers accountable for improvements.
  • Grow and maintain supplier relationships to facilitate on time delivery, material availability, improved lead times and RFQ turnaround time.
  • Enter and maintain sourcing rules/parameters in the ERP system.
  • Participate in the resolution of late or rejected purchase orders for service part items.
  • Initiate company’s standard APQP/PPAP/ECR processes and coordinate approval with appropriate departments when needed.
  • Coordinate information exchange between supplier and engineering when required.
  • Develop awareness of various manufacturing processes and improve part and product knowledge.
  • Support different corporate sourcing initiatives when requested.
  • Manage invoice discrepancies, engineering change requests, claims and chargebacks.
  • Assist with documentation projects for business process improvements and site compliance.
  • Assist in material changeover activities when supplier resourcing or rationalization is done.
  • Work within the delegation of authority structure for purchase orders and other department contracting tools that can bind the company.
  • Other duties as assigned.

Minimum Qualifications:

  • High school graduate or General Education Degree required.
  • Bachelor’s Degree in Business, Operations, Economics or Finance preferred.
  • Three to five years manufacturing, transportation or heavy construction industry experience.
  • Two to four years of purchasing experience.

  • Familiarity with the Uniform Commercial Code (UCC), import and export laws, incoterms, exchange rates and methodologies used in project management, material planning and quality.
  • Ability to use a personal computer and standard Microsoft Office software at an intermediate level (Word, Excel, PowerPoint and Outlook).
  • Familiarity with large ERP systems (Oracle, JD Edwards, SAP, Baan).
  • Familiarity with ERP report out software/tools (Crystal reports, Power BI).
  • Ability to work in a fast-paced environment and handle multiple issues at once.
  • Ability to communicate with internal and external parties with tact and diplomacy.
  • Ability to work in an ISO/IRIS quality system environment.  

Authority:  Employee works under the site sourcing delegation of authority for purchase orders, capital purchase requisitions, purchase card usage and contracting instruments (e.g., long term agreements, master service agreements, letters of intent, etc.).

Our job titles may span more than one career level. The salary range for this role is between

$77,400.00-$110,300.00

The actual salary offered to a candidate may be influenced by a variety of factors, such as: training, transferable skills, work experience, education, business needs, market demands and work location. The base pay range is subject to change and may be modified in the future. More information on offered benefits, which include health, welfare, and retirement, are available at mywabtecbenefits.com. Other benefit offerings for this role may include an annual bonus, if eligible.
