The Labor Relations Manager will be part of a global team, responsible for building and maintaining relationships with Labor Management Councils/Committees (LMCs) in Japan. This role requires fluency in Japanese and English. Key responsibilities include mitigating risk, improving labor relations processes, delivering training, advising HR and management on complex labor relations issues, and partnering with business HR to implement initiatives and policies. The ideal candidate will have 7+ years of experience in HR, labor relations, and industrial relations, along with strong communication, problem-solving, and strategic thinking skills. They will work cross-functionally, analyze trends, and ensure compliance with local legal requirements while upholding Google's culture and values.
Must have:
  • 7+ years HR/Labor Relations experience
  • Fluency in Japanese and English
  • Strong communication & problem-solving skills
  • Experience with LMCs/Committees
  • Strategic thinking & operational implementation
  • Legal compliance knowledge (Japan)
Good to have:
  • Experience in complex corporate structures
  • Experience analyzing metrics and identifying opportunities
  • Cross-functional collaboration skills

Minimum qualifications:

  • Bachelor’s degree in Business/Business Law, Human Resources, a related field, or equivalent practical experience.
  • 7 years of experience leading and managing HR programs or projects, including cross-functional and cross-team initiatives.
  • Experience in Human Resources (HR), labor relations, industrial relations, employee relations, and labor law.
  • Ability to communicate in Japanese and English fluently, to support stakeholders in Japan.

Preferred qualifications:

  • Experience managing ambiguity and analyzing metrics to find root causes, identity opportunities, and adjust strategy accordingly.
  • Experience working in complex corporate structures.
  • Ability to work cross-functionally and collaboratively across teams and act as a trusted advisor to all levels of management.
  • Ability to combine strategic thinking with operational work to drive the implementation of concrete initiatives on the ground.
  • Excellent problem solving skills.

Responsibilities

  • Provide leadership to mitigate risk and build constructive labor relations with employee representative bodies in Japan.
  • Evaluate and improve labor relations processes to increase efficiency, taking into account local legal requirements.
  • Develop and deliver comprehensive training to improve labor relations acumen and skills across HR and main stakeholders.
  • Be a trusted and expert advisor to HR and management on complex labor relations issues in Japan by monitoring and analyzing internal and external trends, regulatory changes and provide strategic and tactical guidance for HR and leaders.
  • Partner with and influence Business HR, policy owners, and others to successfully implement business-specific or corporate-wide initiatives, programs, and policies through efficient information and consultation processes.
