Position Description

Redhorse Corporation is seeking a candidate to perform human resources management work for the U.S. Department of Energy's Energy Efficiency & Renewable Energy (EERE) office. The Human Resources Liaison will perform human resources-related management work both under limited supervision and independently. 

Primary Duties and Responsibilities for this position include but are not limited to:

    • Provides support for staffing and recruitment efforts 
    • Provides advisory support to program offices for supporting the staffing, recruitment, human resources function, etc.
    • Review reports to ensure data in accurate and provided in a timely matter
    • Maintains awareness of HR related procedures and guidance for providing effective outcomes and solutions
    • Maintain and tracks HR reports across difference systems
    • Facilitates discussions and meetings.
    • Disseminates information to ensure wide integration of management efforts. Provides oversight and guidance to junior personnel.
    • Collecting and analyzing data.
    • Tracking trends and developments in assigned functional areas.
    • Conducting studies, perform research, and prepare reports.
    • Reviewing, interpreting, and recommending policies.
    • Ensuring compliance with DOE HR-related rules and regulations.
    • Supporting human resources (HR) functions such as: recruitment, classification review, compensation studies, employment analysis, and leave and benefits administration.
    • Extensive working knowledge of the concepts for evaluating, implementing, maintaining and enhancing programmatic support and control systems, and functional organizations.
    • Knowledge and/ or practice of process improvement methods, Federal budget process, expert level skills in data analysis and Excel software, and extensive writing/editing skills.
    • Reviews management processes such as: developing and quantifying needs for revised or improved processes; developing new or modified systems and procedures and providing documentation, orientation (or training), performing direct support to organizations and implementing and maintaining management processes, including the program planning, procurement, budget processing, human resource management, field management and operations, and management information systems.
    • Analyzes technology development and deployment, program strategy and integration, public policy initiatives, legislation and rulemaking, methodology development, change management, economics, performance measurement, bench marking and/or identifying best practices.  

Minimum Requirements for Skills, Experience, and Credentials include:

    • Bachelor’s degree from in an accredited university and 14 years of experience OR high school diploma and 16 years of experience
    • Federal HR experience
    • Proficient in Microsoft Office Suite
    • Professional attitude
    • Excellent written and oral communication skills
    • Ability to competently deal with rapidly changing priorities and requirements
    • Ability to perform sensitive tasks that require discretion and tact.
