The Smart RJ Project Manager will oversee the execution and delivery of the Smart Luz Consortium Project in Rio de Janeiro, Brazil. This involves deploying and operating a wireless network to connect surveillance cameras and other Smart City devices. The Project Manager will ensure high-quality, timely, and cost-effective implementation of telecommunications infrastructure, focusing on Smart City applications. They will lead the local implementation team, coordinate with internal stakeholders, and enable network services for a Smart City ecosystem. The ideal candidate will have a strong background in telecommunications, project management, and public-sector collaboration, with proven experience in delivering government or Smart City technology initiatives in Brazil.

  • Native Portuguese speaker, fluent in English.
  • Proficiency in Microsoft Office Suite and project management tools.
Good to have:
  • Previous involvement in Smart Cities initiatives is highly desirable.

Job Summary

The Smart RJ Project Manager will oversee the execution and delivery of the Smart Luz Consortium Project in Rio de Janeiro, Brazil, related to deployment and operation of a Siklu by Ceragon based wireless network to connect more than 8,000 surveillance camaras and other Smart cities related devices. This Project Manager role is responsible for ensuring the high-quality, timely, and cost-effective implementation of telecommunications infrastructure, with a strong focus on Smart City applications.

As the key point of contact for both the Rio de Janeiro Municipality and the Smart Luz Consortium, the Project Manager will lead Ceragon’s local implementation and service delivery team and coordinate with internal stakeholders such as Product Line Management and Technical teams responsible for the Siklu portfolio.

This position plays a critical role in enabling network services for a Smart City ecosystem, such as connected lighting, public safety systems, IoT integration, and urban connectivity. The ideal candidate will have a strong background in telecommunications, project management, and public-sector collaboration, with proven experience in delivering government or Smart City technology initiatives in Brazil.

 


 

Key Responsibilities

Service Delivery & Operations

§ Lead the planning, coordination, and execution of network deployment rollout activities.

§ Monitor and control all phases of implementation, ensuring alignment with scope, timeline, budget, and quality standards.

§ Collaborate with internal teams (engineering, logistics, finance, legal) and external partners (vendors, contractors, clients) to ensure seamless execution.

§ Track project performance metrics; identify deviations and implement corrective actions to meet annual delivery goals.

§ Drive actions to meet regional revenue targets in alignment with executive board commitments.

Smart Cities Enablement

§ Coordinate with municipal authorities and consortium partners to align project activities with broader Smart City goals and urban development strategies.

§ Support the integration of IoT devices, smart lighting systems, surveillance networks, and other Smart City components into the deployed network infrastructure.

§ Monitor data flows from Smart City assets to ensure system interoperability and performance.

§ Contribute to the development of use cases and operational models that demonstrate the societal and environmental impact of Smart City services.

§ Promote sustainability practices in project implementation, including energy efficiency and low-impact construction methods.

Customer Relationship & Business Support

§ Build and maintain strong relationships with key customer stakeholders to ensure long-term satisfaction and trust.

§ Represent customer interests internally and escalate issues requiring executive-level attention.

§ Assist clients in understanding the benefits and technical aspects of Smart City solutions, acting as a trusted advisor.

Resource Management & Process Improvement

§ Lead and develop the local rollout team, fostering a collaborative, performance-driven culture.

§ Approve resource allocations, payments, and budgets related to rollout activities.

§ Design and implement process improvements to increase operational efficiency and reduce costs.

§ Lead initiatives to adopt systems and tools that enhance project execution (e.g., Ceragon Inside and other relevant platforms).

§ Ensure compliance with corporate policies, project methodologies, and safety standards.

Required Skills & Competencies

Leadership & Team Management: Proven ability to lead and motivate cross-functional teams in dynamic and fast-paced environments.

Smart City Expertise: Knowledge of Smart City frameworks, technologies (e.g., IoT, smart lighting, video surveillance), and public-private implementation models.

Strategic Thinking: Ability to align project execution with city-wide digital transformation goals and propose innovative solutions.

Public Sector Navigation: Experience engaging with municipal stakeholders, understanding procurement processes, and managing regulatory compliance.

Customer Orientation: Strong client-facing skills, proactive mindset, and ability to communicate complex technical topics to non-technical stakeholders.

Problem Solving & Risk Management: Skilled in identifying and mitigating operational risks, particularly in large-scale urban infrastructure projects.

Communication: Excellent verbal and written communication in Portuguese and English (mandatory), including reporting and executive briefings.

Multitasking & Prioritization: Demonstrated ability to handle multiple priorities under tight deadlines while maintaining quality and attention to detail.

Qualifications

§ Bachelor’s degree in engineering or related fields.

§ Minimum of 10 years of experience in service delivery and/or project management roles within the telecom industry in Brazil.

§ Proven experience in project implementation or rollout management.

§ Previous involvement in Smart Cities initiatives is highly desirable.

§ Native Portuguese speaker; fluent in English (mandatory).

§ Proficiency in Microsoft Office Suite and project management tools.
