Job Summary: The WES OEM Program Manager (PM) is responsible for the provision of Operations and Maintenance services and is the contractual point of contact for Public Service & Procurement Canada (PSPC) and the Department of National Defence (DND) Technical Authority (TA).
This position will have overall responsibility for Canada-wide program operations and all Cubic activities at Wainwright, Gagetown, Valcartier and Petawawa. Reporting directly to the WES OEM Program Manager will be the site managers (WES OEM On-Site Representatives Detachment Commanders), at Wainwright, Gagetown, Valcartier and Petawawa sites. Responsible for leading the overall program strategy, objectives, and profit and loss (P&L) of the Canada WES program.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
- Takes ownership of P&L responsibilities as aligned with the role, overseeing financial performance, budgeting, and resource allocation to drive revenue growth and maximize profitability.
- Participates with senior management to establish strategic plans and objectives.
- Ensures budgets and schedules meet corporate requirements.
- Interacts with senior management, executives, and/or major customers which frequently involves negotiating matters of significance to the organization.
- Makes final decisions on implementation and ensures operational effectiveness.
- Responsible for proposal, pricing, and Statement of Work (SOW) development
- Create Program Management Plan containing events, accomplishments, and criteria
- Serve as the prime point of contact for project with customer, senior management, and functional management
- Control project risk through team identification of risk, risk quantification, and develop risk mitigation strategies
- Create staffing profiles, schedules and budgets in support of the project execution and profit goals
- Leads negotiations as required with the customer
- Conduct regular program evaluation and review meetings to identify current and future problems and initiate actions for their resolution
- Interface with customer on technical issues, scheduling, and cost and respond to all customer technical and operational questions with appropriate assistance from functional organizations
- Maintain regular liaison with all proposal/program contributors to ensure the necessary level of communication is in place to assure realization of their commitments
- Approve and monitor major purchase orders and subcontracts
- Monitor and evaluate subcontractors’ performance to ensure cost, technical, and schedule requirements are met
- Monitor and ensure the control of product quality and configuration
- Demonstrates proven understanding of engineering, operations, systems integration and test, quality assurance, configuration management, logistics, contracts administration, standard business practices, finance, and the relationship of programs within a portfolio.
MINIMUM JOB REQUIREMENTS:
Minimum of 12 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; Class Squadron Leadership as well as 5 years of management experience is required. PMP Certification required. Must have a general knowledge of pricing procedures and be conversant in military terminology. Must be able to deal effectively with a wide variety of departmental issues. Must have strong organizational and interpersonal skills. Must communicate effectively, both verbally and in written form. Requires strong team building and multi-tasking skills. Must be a pro-active leader who is decisive and action-oriented. Domestic and international travel may be required. Must be able to obtain a Security Clearance.
Job location is in Wainwright, Canada.
Cubic Pay Range:
$142,192.54 - $195,514.73 + benefits.
The Cubic pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
